Job Description

MSELECT is seeking an experienced expat Program Director to manage a new, multi-functional Women’s Center based in a camp for IDP’s near Akre, in the Dohuk Governorate for our client, a leading local nonprofit organization.  S/he must be a compassionate, confident, dynamic and independent program manager with an interest in making a strong impact on program participants, and in building capacity of local staff.  At this time, the job requires the Director to manage one center, however, over time, the Director may be asked to expand activities and oversee creation of other centers in other camps.  Funding for this project has been provided exclusively by private donors. The contract for this position will be one year long.

Responsibilities include:

Program Management and Leadership:

  • Lead responsibility for program, technical, and administrative management of the project including quality assurance, monitoring, and documentation of results.
  • Provide strategic direction and technical advice on program development and implementation, including a focus on women’s empowerment and response to SGBV, in close consultation with organization’s Board.
  • Oversee project and activity planning and implementation to ensure program goals/targets are met for adults and children, ensuring participation of all staff.
  • Create and maintain a welcoming and safe environment within the Center, which reflects awareness and understanding of the different religions, cultures, and experiences present in the camp.
  • Supervise and manage all project staff, working closely with Social Work Director.
  • Plan, coordinate, and supervise international and local volunteers, including physicians for the medical clinic.
  • Communicate, interact, and coordinate with organization’s Board, Camp Management, Kurdistan Regional Government (KRG), UN and other international organizations, and fulfill all KRG requirements.
  • Develop and lead implementation of plans for outreach with the community, potential participants and their families to obtain support of the Center and women’s participation, and to shape programs that address community needs.
  • Develop materials on the Center’s levels of care and referral system to include basic counseling, clinical management of rape, SGBV basics and key resources for staff and survivors, collaborating with KRG’s Department of Health, UN agencies and others.

Sexual and Gender Based Violence (SGBV) Response:

  • Conduct/participate in SGBV assessments in camp to guide programming, coordinating with other organizations, when appropriate.
  • Lead in the development and implementation of the Center’s SGBV strategy to meet the needs of survivors, strengthen support mechanisms, and to set up training and support to staff and participants for prevention.
  • Develop organizations’ practices and policies with regard to handling SGBV survivors, ensure ongoing training for all staff on such practices, and monitor staff to ensure all carry out their duties consistent with these practices.
  • Work with partners, government, and other NGOs and UN agencies to establish appropriate systems to ensure survivors can access services in a timely and confidential manner.
  • Participate in SGBV working group meetings.
  • Ensure SGBV response/prevention are incorporated into all activities, as appropriate.

Monitoring, Evaluation and Reporting:

  • Develop program targets, planned outcomes, and monitoring and evaluation plan and oversee its execution.
  • Ensure that monitoring systems provide adequate feedback to all staff and the Board on an ongoing basis, to inform project development and implementation.
  • Ensure that all reporting requirements are met, timely, and are high quality.

Management and Administration:

  • Supervise, train, and build capacity of project staff and interns, including mid-and junior level social workers, teacher, driver, and maintenance/ security staff. 
  • Design and implement training plans to build capacity of project staff.
  • Develop procedures for procurement and ensure that all purchases are consistent.
  • Develop, execute and report on program budget management. 
  • Coordinate with the Board on fundraising efforts and contribute to materials needed for website and fundraising events.
  • Oversee the social media coverage of the project including the website and Facebook sites. 


  • 3 years program management experience, including at least 1 year in a humanitarian context with GBV focus
  • MA/MS or equivalent in social science, humanities or related degree
  • Good interpersonal and team building skills
  • Community education/training experience desirable
  • Ability to live and work under pressure in an unstable security environment
  • Experience in program development and reporting a must.
  • Experience in program monitoring and evaluation systems required.
  • Fluency in English.  Familiarity with Kurdish and/or Arabic a plus.
