Job Description

MSELECT is looking to hire Early Recovery Mechanism Officer for a major international programme to be based in Iraq.

Duties and Responsibilities

  • Assist in developing the concept paper, training modules and handouts for workshops and trainings on Early Recovery
  • Identify all existing local capacities on Early Recovery and make assessments on capacity building priorities
  • Together with the ER Project Manager develop data baseline feeding into a comprehensive monitoring and evaluation system of existing Early Recovery initiatives
  • Ensure adaptation and development of post disaster needs assessment and practical early recovery tools
  • Prepare standard operating procedures for ER response and mainstreaming in REACT response and recovery mechanisms
  • Promote the early recovery network model at local level, and define roles and responsibilities in early recovery
  • Together with ERPM, conduct trainings for Early Recovery Focal Points (ERFPs) in existing REACT sector groups/coordination groups
  • Support ERPM in conducting Inter-Agency Early Recovery assessments led by ERFPs
  • Support the implementation of quick impact projects through NGO’s Communities Programme, fostering creation of employment opportunities through labor intensive recovery works in selected districts based on needs assessments and community priorities
  • Together with ERPM, conduct consultations with all major stakeholders based on the lessons learned and assessment of results of the rapid-impact projects
  • Assist in developing comprehensive Local Level Early Recovery Programme
  • Assist in organization of a donor conference to solicit financial support towards integration of LLER activities into national programmes
  • Participate in steering group and other working group meetings
  • Respond to various inquires and information request internally and externally
  • Maintain awareness of current humanitarian affairs and related issues
  • Perform other duties as requested by supervisor and DRM Programme Manager

Required Skills and Experience

  •  Higher education with ability to gather and analyse data and to communicate and operate with government decision makers and foreign organisations
  • Minimum of 5 years of experience with international organisations
  • Experience in supporting development of strategic documents
  • Experience in the field of disaster management and/or, crisis/emergency relief management would be an asset
  • Ability to work independently and under pressure
  • Fluency in English and Kurdish or Arabic
  • Good computer skills, especially Excel, Words, PowerPoint;
