Job Description

MSELECT is looking to hire an Emergency Response Team Manager for an oil and gas service client in Kurdistan. Candidate must have 5 years’ emergency response experience and good communication skills in English, Kurdish and Arabic.

Role Description

  • The Emergency Response Team (ERT) manager performs a variety of technical, administrative and supervisory work in planning, organizing, directing and implementing fire prevention, firefighting and emergency response services to prevent or minimize the loss of life and property by fire and emergency conditions.

  • You will work closely with the company work force to increase their level of fire safety awareness, in order to help prevent fires and accidents from occurring.

  • You will promote fire safety and enforce fire safety standards in all company premises, you will act and advise on all matters relating to the protection of life and property from fire and other risks.

  • In the role you will continually learn and update your knowledge through a series of lectures, exercises, practice drills and training, which are an integral and on-going part of the job

  • When on rest the ERT Manager will be on emergency standby (available 24 hours) for any emergency incidents that may occur.

  • As a KPC Emergency Response Team Manager, you may be expected to occasionally perform your duties at other KPC locations.

Shift schedule:

  • 7 days on / 7 days off

Key Knowledge & Competencies

Function Scope of work

  • Operational Incidents (24 hours’ availability for incidents)

  • Primary function - Operations Level Command

During emergencies adopts the role of On Scene Commander (in accordance with Emergency Response Plan)

Key Duties

  • Manage activities at the incident scene and communicates clear and concise incident information (From incident scene) to Firefighting manager

  • Set On Scene incident objectives to minimize the impact on People, the Environment, Assets and maintain company’s reputation

  • Establish cordons and safety zones (Hot, Cold, Warm) in accordance with the level of incident risk

  • Gather critical information and complete incident assessment, passing critical information to relevant parties.

  • Utilize knowledge and experience to ensure international best practice for incident command and control is adopted.

  • Manage emergency response tactics

  • Organize resources and manpower, evaluate if additional resources are needed and request them

  • Ensure crew safety through dynamic and analytical risk assessment

  • Produce detailed Incident reports and send to all key stakeholders

  • Conduct incident investigation and take part in any root cause analysis developing appropriate corrective actions

  • Debrief crews and identify key learning points

Daily Routine Activities

Manages Emergency exercises in the role of On Scene Commander as required by company Emergency Exercise Schedule

Key Duties

  • Adopts the role of On Scene Commander and manages the incident

  • Relays critical information to Firefighting Manager

Manage daily manpower and resources

Key Duties

  • Develop/maintain crewing/vehicle readiness levels according to availability

  • Develop/Maintain Daily Team Leader/Team Member Rotas

Manage/audit/review ER Team Daily/weekly/monthly reporting mechanisms

Key Duties Manage/Audit:

  • Daily Activity Report

  • Company attendance recording

  • Vehicle fault reports

  • Monthly HSE/ER Team Statistics

  • Fire Safety Inspections/Risk Assessments

Manage/Develop Fire/Safety campaigns, information & safety training

  • Fire safety bulletins

  • Staff training

  • Contractor training

  • Manage fire warden training schedule

Manage day to day activities – ensure service continuity and discipline

Key Duties

  • Conduct handover parade & establish roles of crew

  • Allocate shift tasks

  • Conduct Safety brief for all activities being conducted on shift

  • Ensure company disciplinary code is maintained

  • Deliver critical information to crews

  • Review fire extinguisher inspections

  • Review hydrant inspections

  • Manage & review ER Team personnel physical training programme

  • Manage routine and emergency stand by duties

  • Liaise with HSE for Permit activities

Manage/audit/review fire prevention inspections

Key Duties

  • Review all and periodically audit/quality check reports and outstanding actions

  • Manage/Audit integrated inspection schedule

  • Relate fire safety/prevention critical information to relevant parties

  • Assist and advise on the close out of fire safety recommendations

  • Review/audit and action the findings of fire safety patrols

Manage Human Resources related issues

Key Duties

  • Act as Focal point with HR on all issues

  • Collate Local National daily attendance, organize leave, resolve sickness issues

  • Manage ER Team internal disciplinary issues

Manage/Develop/Audit internal ER Team Annual Training Plan & External training

Key Duties

  • Conduct both practical & theoretical training sessions

  • Assess both practical & theoretical training sessions to ensure quality and standards are maintained

  • Manage/audit/review training matrix and database

  • Identify training gaps

Ensure that all key competencies are covered including:

  • Fire Fighting

  • Rescue operations

  • High Angle Rescue

  • Confined Space Rescue

  • SCBA

  • Oil Spill Response

  • Equipment based training

  • Industrial Firefighting

  • Medical First Responder

  • HSE Competency

  • English language training

Manage & Schedule inspections of fire water system

Key Duties

  • Manage fire water system inspections

  • Raise work orders for identified faults and shortfalls

  • Devise and implement short term solutions during periods when firefighting systems are unavailable to ensure Emergency Response Continuity

Manage/Develop/Review ER Team Policies, procedures, manuals and philosophies

Key Duties

  • Manage/Audit/Review Standard Operating Procedures (SOP) to ensure quality of processes

  • Manage/Audit/Review Tactical Information Plans (TIP)

  • Manage/Audit/Review Pre-Incident Plans (PIP)

  • Manage/Develop Emergency response philosophies/policies

  • Manage/Develop fire safety & prevention philosophies/policies

Track and manage ER Team assets and firefighting media

Key Duties

  • Audit and procure resources to ensure operational readiness

  • Asset management on ER Team database

  • Assets testing schedule, assets receiving, requesting, writing-off
