Job Description

MSELECT is looking to hire a Head of Commodity Transport Section for an international Oil Services company in Erbil. Candidates must have Minimum 8 years of relevant business experience, out of which at least 5 years in managerial positions in organization and management of the commodity transport operations, preferably in oil trunk pipeline companies.

Responsibilities:

  • Management of the Commodity Transport Section and functional interaction with the Company business units engaged in provision of commodity transport operations;

  • Participation in development and agreeing of the quarterly and yearly Crude oil Transportation plans on the basis of the nominated transportation quantities from oil suppliers;

  • Operational control over the implementation of the approved plans for acceptance, pumping and transfer of crude oil;

  • Control over implementation of commodity transport operations;

  • Operational interaction with the oil suppliers and oil receiving counterpart in order to ensure accurate oil metering as well as safe and reliable operation of the Pipeline System within the assigned competence in business area;

  • Ensuring calculation of the optimal oil pumping modes through the Pipeline System based on the approved Crude Oil Transportation Plans, connections and expansions to the Pipeline System and with due consideration of the actual technical condition of the pipelines and equipment;

  • Working interaction and regulating of the operation and dispatching divisions to ensure the optimal oil pumping modes throughout the entire Pipeline Systems and individual parts thereof;

  • Control over the quality and metering quantities of crude oil during acceptance and transfer at delivery and re-delivery points;

  • In cases of receipt of Non-specification Crude Oil, taking immediate measures to eliminate the causes of non-specification crude oil delivery, up to stop of delivery upon agreeing with the Company management;

  • Control and analysis of the balance of oil transportation through the Pipeline System as a whole and individual sections thereof with consideration of the agreed process losses;

  • Interaction with the Directorate for Operations & Maintenance, Availability Calculation Service, Directorate for Finance, Chief Engineer in the process of data exchange, preparation and agreeing of the Pipeline Capacity and Availability calculations, data for the Monthly Invoices, notification to the Government, including inter alia, Deemed Availability Notifications, Emergency Notifications, Excepted Events and other reports and documents in compliance with the Concession Agreement;

  • Control over preparation and submission to the management of reporting documents in compliance with the requirements of the Concession agreement and internal normative documents of the Company;

  • Control over preparation of analytical materials on request of the Company’s management on the basis of computer data from control systems related to crude oil transportation processes and processes of crude oil quality and quantity control at LACT;

  • Control over the introduction and functioning of the automated process control and management system for oil transportation, system of metering quantity and quality of the crude oil (LACT);

  • Control over functioning of the communications systems engaged in the oil transportation process;

  • Participation in the inventory taking of the Process Volume of Crude Oil in the Pipeline System;

  • Upon instructions from the Director for Commodity Transport participation in inventory taking on the Company’s assets;

  • Participation in investigation of accidents and equipment failures within the scope of the competence of the Business Unit;

  • Development of proposals for Pipeline System optimization in order to ensure maximum Availability, optimal operating modes, reduce the number of failures of the pumping equipment and energy costs; introduction of the approved actions within the assigned competence and business area;

  • Development of short-term and long-terms work plans and budgets; control over implementation of the plans and budgets;

  • Participation in the functioning of the corporate risk management and internal control system in compliance with the internal normative documentation of the Company;

  • Participate in the development and control over compliance to the internal normative documents of the Company within the assigned competence;

  • Interaction with the State Bodies and local Self-Government Authorities of the Kurdistan Region and the Republic of Iraq within assigned business duties;

  • Support to the Company Management and participation in resolution in cases of disputes with the Government authorities or business counterparts in relation to the acceptance, transportation and transfer of crude oil, operation process parameters, quantity and quality of crude oil, etc, within the assigned responsibilities of the Business Unit;

  • Upon instructions from the Director for Commodity Transport participation in the work of the Technical Council within the assigned competencies;

  • Upon instructions from the Director for Commodity Transport participation in the work of the Tender Committee within the assigned business area;

  • Participation in expert review of technical assignments, design and engineering documentation, proposals of suppliers, internal normative documents of the Company in the field of the Business Unit activity;

  • Interaction with the HR Management Division on the organization of training and qualification upgrade of the subordinate employees for continuous improvement of the production efficiency and safety;

  • Interaction with the HR Department to update the job descriptions, selection of candidates for interviews and nomination for new positions;

Control over the compliance by the subordinate employees to the requirements of the internal labor regulations of the Company, Industrial Safety, Fire Safety, Occupational Health and Environment protection requirements, ensuring the data protection.

Requirements:

  • Higher technical education, preferably in commodity transport operations or similar.

  • Knowledge of the applicable International and national standards and regulative documents in the area of commodity transport and pipeline operations;

  • Knowledge of the National Code of Iraq for Measurement of Hydrocarbon Fluids;

  • Good knowledge of transportation process, accounting, acceptance and transfer of crude oil; requirements towards metrological and technical support during oil acceptance and handover operations;

  • Practical skills in commodity transport operations;

  • Practical skills in strategic and current planning, management, control and acceptance of works and services, preferably in the oil transportation;

  • Change management skills in the situations with high uncertainty level;

  • Procedure for preparation and management of the oil acceptance, metering and transfer documents, oil quality passports, delivery nominations and oil transportation plans;

  • Focus on regulatory, HSE and efficiency compliance.

  • English fluent;

  • Kurdish fluent;

  • Russian preferable.

  • Min. 8 years of relevant business experience, out of which at least 5 years in managerial positions in organization and management of the commodity transport operations, preferably in oil trunk pipeline companies;

  • Relevant experience working in global companies. Particular Middle East experience is clearly a plus;

  • Experience in work planning and budget management;

  • Experience in interaction with the State regulatory bodies;

  • Experience in managing contracts and claims is beneficial. Proficiency in using standard office software such as MS Windows and MS Office;

  • Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems;

  • Experience with applied planning, pipeline operations and process control software.
