MSELECT is looking to hire a Head of Instrument Calibration Team for an international oil and gas services client in Erbil. Candidates must have minimum 5 years of relevant experience of which at least 3 years in metrology support, preferably within the oil and gas industry. Fluency in Kurdish and English is a must.

Role Purpose

Main purpose of this position is to organize and execute the works for proving and calibration of the Company’s measuring instrumentation in order to ensure the uniform, uninterrupted measurements with the required accuracy in the process of acceptance, transportation, metering and transfer of crude oil.

Role Responsibilities

  • Management of the Instrument Calibration Team and functional interaction with the Company Business Units engaged in the operations, maintenance and repair of measuring instrumentation
  • Jointly with the Chief Metrology Service development and control over the execution of schedules and quality of works for proving and calibration of measuring instrumentation, including but not limited to LACT measuring instruments, compact provers, pressure gauges, pressure indicators, thermometers, temperature indicators, flowmeters, level meters, electrical meters, as well as proving and calibration of the measuring instrumentation and certification of the testing equipment of the Company chemical laboratories
  • Control over timelines and quality of proving and calibration works performed by the contractors
  • Jointly with the Chief Metrology Service identification of demand for scheduled replacement of measuring instrumentation, auxiliaries, spares; preparation of requisitions for the equipment, devices, auxiliaries, spare parts and materials required for work activities
  • Ensuring timely proving, proper storage, operation, quality inspections and maintenance of the reference samples, spares and materials
  • Determination of the measuring methods and instruments
  • Upon Management instructions participation in the of metrology supervision over conditions and proper operation of the measuring instrumentation at the Company facilities, compliance of the operational conditions to the requirements of normative and technical documentation
  • Record of availability and movements of the measuring instruments and testing equipment; timely notification to the Chief Metrology Service on the newly received measuring instruments and testing equipment
  • Participation in the inventory taking of the Company’s measuring equipment and instruments Preparation of lists of measuring equipment and instruments, requiring repair, replacement or subject to write off; planning the sequential order of repair works
  • Control over deadlines and quality of specialized repairs (including emergency repair) of the measuring instrumentation by specialized contractors
  • Timely presentation of the measuring equipment and instrumentation for periodic proving
  • Upon Management instructions participation in the conclusion of contracts for repair, supply and proving of measuring instrumentation
  • Participation in development and agreeing the local normative documents of the Company within the assigned Business Area
  • Support the introduction to operations of the standards, best international practices and internal normative documents, regulating the accuracy of measurement, measurement methods and proving / calibration equipment, and aimed at increasing operations efficiency and technical level of the Company
  • Participation in the acceptance for works and services performed by contractors, as well as in the startup of the new measuring systems and instruments
  • Organization of the continuous upgrade of qualification of the Business Unit employees by means of theoretical classes and practical trainings to perform the functions of the Business Unit
  • Development and submission to the management of technical and reporting documents within the assigned business area
  • Participation in the preparation of short-term and long-term work plans and budgets within the assigned Business area; control over implementation of the plans and budget;
  • Interact with service contractors on proving and calibration of measuring instrumentation within the assigned competence
  • Control over compliance by the employees of the subordinate Business Units to the requirements of the internal labor regulations of the Company, Safety, Occupational Health and Environment protection requirements

Role Requirements and Competencies

  • Technical University degree, preferably in Metrology, Metrological Support, Instrument & Automated Control or similar discipline

  • Minimum 5 years of professional experience required, out of which at least 3 years in metrology support, preferably in petroleum companies

  • Experience in organization and execution of proving and calibration of measuring instruments, including LACT units, testing

  • Knowledge of the National Code of Iraq for Measurement of Hydrocarbon Fluids

  • Practical experience in maintenance and calibration of the Pressure, Temperature, Volume, Level, Flow, Density, BS&W instrumentation, etc.

  • Experience in interaction with the State Metrology Bodies

  • Proficiency in using standard office software such as MS Windows and MS Office

  • Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems

  • Experience in application of special metrological/instrument software

  • SCADA systems, Automation and control systems and Instrumentation experience

  • Experience with calibration tools and associated testing software

  • Knowledge of the Applicable International standards and regulative documents in the field of metrological support, including ISO, OIML, API, ASTM

  • Knowledge of transportation process, accounting, acceptance and transfer of crude oil or petroleum products

  • Knowledge of instrumentation assembly, rules of operation and practical experience in maintenance, proving, calibration of measuring instruments and equipment

  • Ability to navigate instrumental software from various vendors

  • Strong technical understanding of instrumentation and the facilities of the pipeline system of the Company
