Job Description

MSELECT is looking for a Chief Information Officer in one of the well established Banks in Kurdistan Erbil, More than 5 year’s experience in the payment company, banking or card processing, the candidate has to be male, speaking Arabic and English, Kurdish is plus.

Job purpose 
  • To develop a vision for the company information technology, ensure high quality of overall services from Technology Department to the company, Business Partners, and our customers through establishment and maintenance of an appropriate technological infrastructure.
  • Provides leadership, integrative management, and direction for the company’s shared information systems, to include Company-wide strategic planning, budgeting for information technologies, and coordination and integration of all company IT matters. Recommends IT policy at the highest level. Serves as the company’s senior spokesperson on issues related to administrative, ERP and management information systems.
  • Provide Company-wide leadership and direction in the management and operation of IT     Systems across the company.
  • Lead, guide, and oversee the Company’s information technology budgeting process, and      provide leadership in cost and productivity analysis.
  • Lead the process of determining the priorities, projects, and future directions of the       Company’s IT functions.
  • Lead and coordinate the development and implementation of integrated, strategic IT       plans and policies for the Company.
  • Direct the development and agreement to the annual plan for company-wide strategic plan focusing on IT and          associated budget based on investment requirements (short-term and long-term),     monitor performance against this, initiating corrective action where necessary to     ensure operations are conducted within the agreed financial parameters
  • Define strategy for Technology Department in line with overall strategy and objectives of   the organization to ensure that the Company has best practice IT solutions and infrastructure   in operation.
  • Plan and establish basic organisation structure and key work processes fort he Technology Department.
  • Integrate and coordinate the development and implementation of IT programs across the       company, to achieve maximum organization-wide efficiencies and synergies; coordinate the             identification and prioritization of required IT initiatives among the Company’s various     operating components.
  • Provide direction and leadership in the review of present IT systems and methods, and      in the formulation of new and revised systems.
  • Lead and guide the design, establishment, and maintenance of the organizational       structure and staffing required to effectively accomplish the Company's goals and       objectives in information technologies.
  • Provide guidance and counsel to the Management in the examination and definition of   objectives for existing and/or proposed information systems and the design of improved systems.
  • Maintain professional contacts with other companies, external research entities, equipment manufacturers, and professional organizations concerning existing and developing information technologies.
  • Maintain knowledge and understanding of current and developing information systems           technology, equipment, and systems.
  • Remain abreast of new technological development in order to recommend and       implement new technical alternatives / solutions that would address the evolving needs of the organization and business partners.
  • Study and evaluate vendor proposals for key projects, negotiate with vendors, make       decisions on outsourcing certain areas in big projects (e.g. physical support in major       projects) to decide the best option for the organization
  • Establish and manage effective relationships with vendors and business partners and      seek inputs for improvement in technology and services provided.
  • Ensure that IT Department is well staffed, with the requisite numbers and calibre of staff     to meet its objective and that they are developed and motivated and encouraged to   maximize their capability and contribution.
  • Performs miscellaneous job-related duties as assigned.
  • Have experience working with BANKs as a core banking system.
Qualification and experience required 
  • BSc/BEc Degree in Computer Science / Information Technology / Information Business management,.. or any related degree.
  • More than 5 year’s experience in the payment company, banking or card processing company as a senior management level performing duties as specified above.
  • Knowledge and understanding of the current and developing strategic information requirements of a major financial institution.
  • Skill in organizing resources and establishing priorities.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Strategic planning and advanced leadership skills.
  • Knowledge and understanding of the core companying and administrative functions of a major financial institution.
  • Knowledge of Accompanying process and associated emirate, federal and other regulations.
  • Knowledge of applicable Central Company rules and regulations.
  • Ability to direct multi-department technical and administrative staff.
  • Skill in budget preparation and fiscal management.
  • Ability to provide strategic guidance and counsel to clientele in the assessment and development of existing and/or proposed systems.
  • Advanced working understanding of the information technology environment of a Company.
  • Ability to identify and secure alternative funding/revenue sources.
  • Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.
  • Knowledge of current trends and developments in information technology.
  • Knowledge of financial/business analysis techniques.
  • Organizational planning and development skills.
  • Ability to foster a cooperative work environment.
