Job Description

MSELECT is looking to hire a Head of IT for an international Oil Services company in Erbil. Candidates must have at least 3 years in sames position, fluency in Kurdish, English and Arabic is requested.

Responsibilities

  • Forming the development strategy of information technologies in accordance with the Company business strategy and the information security policy.
  • Ensuring the development of normative and methodological materials in the Company in area of information technologies.
  • Organization of a market research and analysis of trends and solutions in the field of information technology in order to assess the appropriateness of their applicability within the framework of existing business processes in the Company.
  • Management of researches on the Company business processes to determine the reason ability of their automation.
  • Organization of a work on development of the target Company’s IT-architecture (engineering, technological and information).
  • Organization of selection process for core IT equipment, including justification preparation, facilitation of agreement with relevant departments of the Company.
  • Organization of the development and implementation of programs aimed at solving the problems of the Company’s computerization. Development of technical specification for purchasing of IT equipment, programs, applications etc.
  • Monitoring over resourcing of the Company’s computerization process.
  • Interaction with contractors regarding signing and execution of contracts connected to IT equipment, components and consumables accessories, obtaining software licenses and IT services. Acceptance of IT equipment, components, materials and licensed products acceptance by quantity and quality.
  • Organization of a routine work on the use and maintenance of information and communication technologies in the Company. Development of scheduled plans for a technical maintenance in accordance with the needs of Company’s business units.
  • Creation and maintenance of the technical support for IT system, solving of user’s problems with computers, hardware and software.
  • Ensuring of uninterrupted operation for IT systems and equipment, taking prompt measures for eliminating of errors during working process. Analysis of IT-systems and hardware failures.
  • Supporting in development of database structures and access to them, providing a research of possible data sources for information-analytical system operation.
  • Development and implementation of policies in the area of the Company’s information
  • Ensuring of information security for IT-systems and IT infrastructure in accordance with the IT Security Policy.
  • Interaction with the IT Security Section in the organization and implementation of joint activities aimed at ensuring information security.
  • Budgeting and its justification for information technology, as well as control of its implementation and cost optimization.
  • Organization of collecting and reporting process with regards to activities of IT Section and provision of a regular reports on the results achieved to the Senior management of the Company.
  • Participation in IT risk management process (operational and project management risks): identification, assessment and monitoring. Participation in developing and implementation of action plans to control or decrease existed operational and project management IT-risks. Regular and timely informing of Senior management over the IT risks.
  • Participation in developing of action plans for business processes maintaining uninterrupted.
  • Ensuring compliance with HSE requirements within competencies of IT Section.
  • Analysis of the key performance indicators achievement of IT Section, goals accomplishment and tasks completion according to its competences.
  • Interaction with the Company Internal auditor, including:
  • Timely provision of necessary information upon request,
  • Participation in the validation of the internal auditor reports,
  • Development of recommendations for correcting identified shortcomings,
  • Implementation / monitoring of implementation of recommendations.
  • Ensuring efficient loading of Company’s business units and specialists in terms of information technologies.
  • Organization of IT Section activities in accordance with agreed tasks and functions, control over the performance, analysis of the IT Section’s performance results.
  • Organization of IT Section employees’ activities in accordance with the HSE security requirements, control over the compliance for internal policies and procedures.
  • Definition of the necessary requirements for competencies of IT Section employees.
  • Organization and ensuring of proper segregation of duties within processes of creation, implementation and realization of IT processes.
  • Control over meeting the rules of the internal labor regulations established by the
  • Company, ensure the preservation of information received by the Business Unit.
  • Participation in the work of Tender Committee within assigned business duties.
  • Participation in the work of the Technical Council within assigned business duties.
  • Interact with HR Management Division and subordinated business units in order to define job profiles, select suitable candidates for interviews and propose candidates for new positions.

Education

  • College degree (technical / information technology) – obligatory.
  • Higher professional education (technical / information technology) – is an advantage.

Skills requirement

  • Theoretical and practical knowledge in the field of information and communication technologies.
  • Knowledge of the principles of the operation of computer systems and software.
  • Knowledge of methods of organizing networks and programs.
  • Knowledge of techniques for modeling business processes and notations of their description, such as IDEF standards, ARIS software.
  • Knowledge of methodologies for organizing and developing IT processes, such as COBIT 4.1, COBIT 5, ITSM, CMMI model – is an advantage.
  • Skills for the strategy development of information technology and its successful implementation.
  • The project management of the implementation of IT project, as well as an automation of business processes – is an advantage.
  • At least 3 years in the same position.
  • Fluency in Kurdish, English and Arabic is requested.
