Job Description

MSELECT is looking to hire a Head of Procurement Section for an oil and gas client in Erbil. Candidate must have minimum 8 years of relevant experience and fluency in English and Kurdish is a must.

Position’s Objective

The objective of the position is to organize and control supply of equipment, materials and services for the Company to ensure reliable and uninterrupted operations, maintenance, capital construction, repair of the Pipeline System facilities.

Main Functions

The Head of Procurement Section manages the Procurement Section and reports directly to the Director for Procurement.

Main functions of the Procurement Section Head:

  • Ensure collection of demand and agreeing the procurement requests from the Company directorates for inclusion in the yearly procurement plan (incl. respective budget requirements) and submit the consolidated draft procurement plan for approval to the Director for Procurement and the Senior Company Management;

  • Organize and control procurement and supply of equipment, materials and services for operations, maintenance, capital construction and repair of the Company assets based on the approved procurement plan;

  • Carry out equipment and material market research, selection of equipment manufacturers and suppliers, preparation of proposals for cost saving of material and equipment procurement with observance of quality requirements and schedules;

  • Interact with the Tenders and Contracts Section in the process of performing procurement procedures for selection of equipment, materials suppliers and service providers; prompt collection and submission of clarification data for the most efficient implementation of tendering processes;

  • Ensure administration of procurement contracts under the responsibility of the Directorate for Procurement (i.e. procurement contracts and POs for O&M, Capital Construction, repair or other technical/operational purposes);

  • Ensure invoice checking of the contracts and submitting it to the Accounting Office;

  • Ensure and monitor the completeness, schedules, equipment and material quality in compliance with the contract terms. Prepare data for claims under respective contracts and PO’s;

  • Liaise with the Legal Service on issues of settlement of contractual disputes and/or claims management;

  • Promptly notify the Director for Procurement and Heads of the interested Business Units of any deviations from scheduled procurement; participate in developing and control over execution of the agreed corrective actions under respective contracts and PO’s;

  • Report to the Director for Procurement any commercial deviations or potential commercial risks arising from the supply contracts in progress;

  • Participate in the risk identification and risk assessment review process, develop risk management plan, monitor activities and collect on the occurred risks, their analysis and reporting to the upper Management;

  • Liaise with the equipment and material suppliers, equipment manufacturers, technical supervision authorities and other counterparts within the assigned competence;

  • Participate in development and ensure implementation of short-term and long-term procurement plans and budgets; control and manage respective budget changes;

  • Organize record keeping and submission of reports and budget execution data to the Director for Procurement and Company Senior Management;

  • Ensure compliance to the internal normative documents within the assigned competence, including the Demand Planning Procedure, Contracts and Claims Policy and Procedure, etc;

  • Interact with the public authorities and local government bodies of the Kurdistan Region and the Republic of Iraq within the assigned competence;

  • Ensure compliance with the requirements of the National legislation as well highest standard of business ethics, honesty and confidentiality by the subordinate employees;

  • Participate in the work of the Technical Council within the assigned business area;

  • Upon respective instruction from the Director for Procurement, participate in the work of the Tender Committee within the assigned competence;

  • Evaluate employee performance and goal achievement within the Procurement Section;

  • Evaluate the demand and main areas for qualification upgrade of the employees of the subordinate Business Units and interact with the HR Management Division on the issue of organization of trainings and qualification upgrade aiming at continuous improvement of the operational efficiency and safety;

  • Interact with the Director for Procurement and HR Management Division in order to define job profiles, select suitable candidates for interviews and propose candidates for new positions;

  • Control over compliance by the employees of the subordinate Business Units to the requirements of the internal labor regulations of the Company, Safety, Occupational Health and Environment protection requirements, ensure the data protection.

Other Job Requirements

  • University degree in Technical or Economic disciplines.

Knowledge/Skills

  • Strong knowledge of the requirements of the applicable National legislation of the Kurdistan Region and the Republic of Iraq regulating procurement and shipping of materials and equipment, customs clearance of the imported and exported cargoes, customs duties exemption and tax exemption regimes, etc;

  • Knowledge of the process of operations, maintenance, capital construction and repairs of the oil trunk pipelines transportation;

  • Practical experience in organization and management of international and domestic procurement, best international practices in procurement, shipping, storage and accounting of material assets;

  • Good knowledge of various types of materials, equipment and services used in construction and operations of the petroleum process facilities, information technology, SCADA, automatic control and telecoms systems, metrology, diagnostics, etc.

  • Ability to multi-task in a fast paced, changing environment with strong analytical skills;

  • Strong organizational and interdisciplinary skills;

  • Focus on HSE and regulatory compliance.

Language Skills

  • English fluent;

  • Kurdish fluent;

  • Russian preferable.

Work Experience

  • Min. 8 years of relevant business experience in procurement and logistics management; out of which 4 or more years of managerial experience, preferably in petroleum companies;

  • Relevant experience working in global companies and multicultural environment. Particular Middle East experience is a plus;

  • Experience and strong skills in holding negotiations and interaction with the State regulatory authorities, vendors and suppliers.

  • Experience in budgets management.

Computer Skills

  • Proficiency in using standard office software such as MS Windows and MS Office and/or equivalent;

  • Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems;

  • Experience in working with ERP systems and applied procurement, logistics and inventory management software.

Special Requirements (if any)

  • Location, Erbil, Kurdistan Region of Iraq

  • Degree of mobility International and domestic business trips to evaluate vendor compliance and hold negotiations with suppliers;

  • Site visits to the operational facilities of the Company within assigned duties.
