Job Description

 

BASIC PURPOSE OF THE ROLE

The HSE Officer will be responsible for interfacing with HSE Advisors, Construction Supervisors and HSE personnel in the field on a regular basis.

The HSE Officer will be an important part of the HSE Team and support staff dedicated to the H&S co-ordination of the site construction activities. The emphasis will be on a proactive approach leading to the safe work environments. The HSE Officer will be responsible for interfacing with contractor and their sub-contractors in the field on a regular basis.

 

KEY RESPONSIBILITIES

Assist the HSE Advisor and advise the HSE Officers and various Construction Supervisors in the safe operation of construction activities and to identify and minimise the risk of accidents, incidents, and near misses on company construction sites.

  • Actively participate in and promote company Safe Work Standards and other HSE policies in order to deliver company HSE Expectations.
  • Ensure compliance with Project Safety Policies and Procedures.
  • Monitor contractor’s maintenance, training and inspection programmes
  • Assist Project personnel in the block on HSE issues.
  • Interface with the Project construction team members responsible for the permitting, QA/QC, and construction on a daily basis to ensure that the construction contractor(s) are performing to the Project HSE Policies and procedures.
  • Work with the contractor on programmes to improve the construction contractor’s practices with respect to HSE.
  • Assist as required in contractor programmes related to HSE, training of personnel, safety induction, toolbox meetings, and safety programmes.
  • Assist in the investigation of all accidents, incidents, and near misses and ensures reports are issued internally.
  • Assist in field drills in conjunction with HSE and contractor to ensure that all construction personnel are familiar with the emergency procedures.
  • Participate as required in HSE meetings / training programmes related to construction with contractor and or their sub-contractors.

  • Ability to work with construction contractors to achieve the Project HSE goals.
  • Ability to understand and assist in implementing Project HSE programmes for the construction projects.

 

QUALIFICATIONS/TRAINING REQUIRED

Essential

  • 2 + years relevant experience in HSSE with the Oil and Gas Construction industry.
  • HSSE advisory experience at supplier and fabrication sites
  • HSE Risk Assessment & Audit Processes
  • A working knowledge of Kurdistan legislation
  • Understanding and application of industry safety guidelines and procedures

Preferred

  • Good verbal and written communicator (English – Badini – Arabic)
  • Proactively seeking advice from others and share own experiences with group
  • Ability to constructively challenge and improve Project processes
  • Team player

EXPERIENCE/KNOWLEDGE REQUIRED

Essential

  • Confident, self-motivated, high initiative and adaptability
  • Excellent communication skills; including verbal as well as written and via computer
  • Team player, willing to coordinate and work with associated functional department personnel for the benefit of achieving COMPANY goals and objectives. Willingness to network and communicate with broader COMPANY organization.

 

ADDITIONAL SKILLS/REQUIREMENTS

  • Ensure that all major HSE risk are identified, addressed and documented
  • Mitigation plans are developed, documented and implemented
