MSELECT is looking to hire a Project Engineer for an international oil and gas operator in Kurdistan. Candidate must have minimum 3-5 years’ relevant experience and must be fluent in English and Kurdish

Job Summary:
Seeking an experienced Project Engineer to be based at the operations sites in Kurdistan. The Project Engineer will be joining an international and dynamic working environment characterized by experienced, skilled and motivated employees.

The Project Engineer shall be responsible for the overall co-ordination of the Project including the supervision and management of Subcontractors and Vendors, the determination of requirements for materials and construction equipment and the co-ordination with other works being undertaken by the Company and other parties in relation to the Project.

The Project shall be administered, directed and controlled in a transparent and equitable manner in accordance with Company’s business principles utilizing adequate and fit for purpose management tools and capable staff. The control systems that shall comprise cost, time and resource management shall be fully documented in the project execution plan and procedures. Key Performance Indicators (KPIs) that are essential for the achievement of efficient project completion shall be established and monitored through each stage of the Work.

Key Responsibilities:
  • Interpret instructions from the Project Manager Tawke.
  • Interpret Basis of Design documents and P&ID’s.
  • Interpret specifications.
  • Produce scopes of work and cost estimates for small to medium size projects.
  • Produce drawings using AutoCAD.
  • Make site measurements, including clash checking for new works in the Brownfield site.
  • Discuss drawings with construction teams and engineers to gain feedback.
  • Review completed construction drawings from third parties for accuracy and conformity to company standards.
  • Management and delivery of the Project works in accordance with the companies HSE policy
  • Project planning and scheduling, cost control, change control, quality assurance, quality control, document control, health, safety, and environment (HSE) design engineering and construction management.
  • Direct the contractor’s activities with respect to project execution ensuring the contractor is familiar with company execution plans and overall job requirements, staffs the project with adequate numbers of qualified personnel and optimizes the use of those personnel and employs the appropriate design tools and adheres to all agreed specifications and standards;
  • Define and safely deliver cost effective project solutions to internationally recognized standards, some within challenging timescales.
  • Raise internal project technical and commercial approval documentation, review scope changes and issue change requests as required;
  • Participate in HAZID, HAZAN, HAZOP, SIL & QRA studies.
  • Produce professional project status reports.
  • Monitor project progress and ensure necessary information flow between stakeholders to meet project milestones
  • Deputize for the Senior Project Engineer as required.

Required Qualifications & Experience:
  • Minimum 3-5 years of experience in onshore capital expenditure (capex) projects, preferably within the oil and gas industry.
  • BSc or equivalent in Engineering discipline (mechanical, piping, electrical or instrumentation).
  • Convincing academic background within one or more engineering discipline(s) of which process/mechanical/piping/instrumentation should be core.
  • Fluent in English language.
  • Experienced in AutoCAD.
  • Experience of Navisworks and 3D modeling (preferred).
  • Have a wide range of technical skills and experience and a practical knowledge of the major engineering disciplines.
  • Hands on experience with construction and commissioning.
  • Experience in developing technically acceptable, constructible and operable cost-effective solutions to complex problems.
  • Familiar with commonly used project management concepts and tools, used to contribute project control information.
