MSELECT is looking for QHSE Officer for an international service client in Basrah,  3 to 5 years’ work experience as a QA/HSE officer, fluency in English and Arabic is requested. 

Job summary 
Ensure the integrity of the QHSE Systems’ documentation. Responsible for providing the necessary QHSE guidance, advice, inspections & reports to enable the Camp Boss, Site Manager, Operations Manager and Project Manager to fulfill their obligation to implement the QHSE requirements as stated in the client contract and company standards. Conducting internal audit

Key responsibilities 

  • Applies and follows the client contractual QHSE obligations, company policy and procedures
  • Maintains the integrity of the ISO Management Systems documentation and ensure all locations have up to date forms, plans, manuals and related documents
  • Maintains the integrity of documents for other standards like OHSAS 18001:2007
  • Maintains a register of legal requirements to fulfill ISO requirements
  • Ensures the QHSE mobilization package is available timorously during mobilization of new projects.
  • Conducts internal audits as planned
  • Maintains and update the Non Conformity Report register for all projects
  • Maintains and update the Incident/ Accident register for all projects
  • Maintains and update the training matrix and records for all projects
  • Ensures the project and country HSE statistics a r e filed appropriately
  • Ensures Safety Alerts and other QHSE related information is distributed to various project sites
  • Ensures that HSE Induction training is provided to all new Head Office and Central Warehouse staff and subcontractors
  • Conducts HSE training for Head Office and Central Warehouse employees
  • Provides back-up cover for site QHSE officer who go on vacation
  • Verifies the integrity of the fire equipment/system and that the monthly inspections are done by the maintenance department in the Head Office, CWH and villas on a regular basis
  • Ensures regular emergency response exercises and drills are conducted in the Head Office and CWH to ensure the highest level of preparedness in an emergency
  • Maintains records of such drills, providing recommendations for emergency response (an evacuation) improvements
  • Provides HSE improvement proposals stating: non-conformity, proposed corrective action, required resources for corrective action and plan of implementation
  • Investigates root cause of all incident/accident and report to the QHSE Manager and Site Manager
  • Monitors and verifies that CAPA to all incidents and accidents are fully and timeously done
  • Ensures that GCC Services mobile maintenance team has valid work permits applicable for respective jobs before commencement
  • Challenges all risk assessments for the mobile maintenance team activities to ensure they are relevant, applicable and up to date
  • Ensures GCC Services and client journey management plans and vehicle safety policies are observed
  • Collects and analyses vehicle movement information from Admin department and inform QHSE
  • Manager and Operations Manager any violations observed
  • Verifies that anomalies to the vehicle safety are remedied completely and timeously
  • Represents GCC Services during client QHSE Inspections and audits as directed by the QHSE Manager
  • Assists QHSE Manager in preparation and presentation of information during client QHSE meetings
Job requirement 
  • High level computer proficiency
  • At least an Internal Auditing Certificate
  • Food Safety training certificate
  • 3 to 5 years’ work experience as a QA/HSE officer
  • Must be fluent in English and Arabic languages
  • Must be mentally and physically fit and have the ability to work long periods. Should be energetic and enthusiastic and willing to work under pressure
