Job Description

MSELECT is hiring a Senior Process Engineer for an international oil and gas operator in Basrah. Candidates must have a minimum of 10 years’ experience in the Surface facilities projects and fluent in English.

JOB DETAILS

JOB OBJECTIVE

To provide reliable technical support through the collection, analysis, interpretation and evaluation of process data in order to optimize and improve plant performance, safety and economics.

  • Deliver on the objectives and some specific work assignments from the Engineering Manager.
  • Act as the technical authority and focal point for engineering issues related to process engineering.
  • Take the responsibility and the ownership for process engineering throughout the engineering, procurement, construction, installation and commissioning stages of the Surface Facilities Projects.
  • Coordinate among Facility teams, in the company, with PMC and Contractors.

COMPANY ACCOUNTABILITIES

Facility Assessments

  • Conduct or assist in conducting facilities assessments at Block-9, including review of maintenance reports, unit specifications, checking performance and maintenance of various process equipment / units; and submit reports with recommendations/suggestions to improve equipment & facility efficiency.
  • Identify potential errors, omissions or risks in the design basis and participate in preparation of design.
  • Identify problems needing the involvement of specialists, define and organize required specialist involvement.

Project Review

  • Review design for completeness and coherence in the discipline and with other engineering disciplines.
  • Participate in technical review of new projects, facilities upgrade etc., including scope of work, Piping & Instrumentation Diagrams (P&IDs), and Process Flow Diagrams (PFDs) and recommend improvements to meet operational feasibility and safety.
  • Participate in the technical workshop and technical reviewing meeting with Contractor and BOC.
  • Analyze and/or review the Process discipline progress reports against the schedule and inform of any foreseeable delay.

Transit Loss Factor

  • Calculate and check for transit loss factor and assist in trouble shooting and preparing proposals for resolving bottlenecks by using process simulation network models. Carry out/coordinate pipeline inspection/pigging operations.

Chemical Treatment Programs

  • Analyse and check abnormalities in chemicals being utilized in Block-9 (corrosion inhibitor, de-emulsifier, de-formers etc.); and assist in evaluation and selection of appropriate Chemical Treatment Programs.

Feasibility Studies

  • Conduct feasibility studies and assessment of process parameters for various grass root projects under guidance from technical experts.

Equipment Tests

  • Witness or review results of Project Equipment Tests such as Factory Acceptance Test (FAT), Site Acceptance Test (SAT) and Performance Acceptance Test (PAT) to ensure conformance to standards and requirements.

Quality Assurance

  • Assess impact of proposed technical changes in the discipline.
  • Review design and company recommendations for improvement.
  • Review and / or issue design change notices for approval by engineering manager.
  • Assist in the development of technical solutions for areas of conflict or concern identified during design review.
  • Quality control of the Process engineering.

Contract Management

  • Participate in the technical workshop and technical reviewing meeting with Contractor and BOC.
  • Coordinate and Assist PMC and the contractor in developing/reviewing schedule corrective actions and recovery plans when progress slipping and ensures needed action plans are implemented.
  • Provide Process discipline progress report and contractor’s performance to Lead Process Engineer.
  • Conduct other similar or related duties such as reviewing and conducting techno-commercial analysis of project proposals; attending technical meetings; carrying out site visits for verification of AFEs, follow-up and studies; conducting techno-commercial studies for enhancement of oil production in Block-9 and complying with HSE rules and regulations.

  • Follow all relevant departmental policies, processes, standard operating procedures, and instructions so that work is carried out in a controlled and consistent manner.

Health, Security, Safety and Environment

  • Attend/Chair all design review events (HAZID, HAZOP, Peer Reviews, etc.) with Project Management team and Contractor as necessary.
  • Comply with all relevant health, safety and environmental management policies, procedures and controls to ensure a healthy and safe work environment.

Reporting

  • Contribute to the preparation of timely and accurate reports to meet Block 9 management requirements, policies and standards.
  • Prepare replies and reports to address technical and field queries.

DECISION MAKING AUTHORITY

  • Company decisions having significant impact on Process related aspects are referred to the Operations Readiness Manager for approval before implementation.
  • The jobholder exercises financial and operational authority as per the level established by company management and stipulated in the authority matrix.

QUALIFICATIONS, EXPERIENCE & SKILLS

Minimum Qualifications:

  • Master’s degree of Chemical Engineering and Technology or equivalent

Minimum Experience:

  • Minimum of 8 to 10 years’ experience in the Surface facilities projects in the Oil and Gas industry
  • Prior exposure to a large multi-cultural, diverse work environment is preferred

Job-Specific Skills:

  • A broad technical and managerial knowledge base, coupled with multi -disciplinary depth of skills in Project implementation and production processes i.e., process simulation software and all applicable technical standards.
  • Critical analytical and problem-solving ability.
  • Capacity to effectively prioritize and execute multiple tasks in a high-pressure environment.
  • In depth knowledge of industry, regulatory guides and codes.
  • In depth knowledge of process engineering methodologies and tools
  • In-depth knowledge of downtime analysis and good knowledge of problem-solving tools
  • Proven ability to perform in a senior process capacity, possess good written and oral communications and presentation skills, and have a thorough of industry practices and regulations.
  • Good team member and forthcoming to support the section with additional task requests as necessary.
