Job Description
MSELECT is looking to hire a Senior Procurement Specialist for an international oil and gas services client in Erbil. Candidate must have minimum 5 years relevant experience and fluency in English, Kurdish and Arabic.
Department
- Finance, Tenders and Contracts Section
Main Functions
- Manage and conduct tenders and request for quotations
- Prepare tender documents and invite potential bidders
- Manage and conduct the process of performing bid evaluations and prepare recommendation documentation for award
- Prepare/contribute in the necessary documentation for internal Bid Committee approval
- Conduct tender opening and record minutes of meetings for the tender opening sessions
- Manage and keep updated both electronic and hard copies file system
- Cooperate and conduct pre-bid meetings when required
- Review and negotiate commercial offers (pricing, incoterms, etc) and legal terms and conditions, interface with other disciplines (ex. legal, finance, operations)
- Execute purchase orders and service contracts with selected suppliers
- Manage the supplier from award through to on-site delivery
- Determine the appropriate strategy to ensure the most efficient, economical and safe transportation of equipment and materials to site, within set times
- Manage and conduct supplier feedback and performance assessments
- Develop internally approved vendors list and manage the supplier database and assist in the pre-qualification of new suppliers
- Actively contribute to annual savings targets, challenging supplier costs wherever possible
- Develop a constructive and professional relationship with all key stakeholders within the business
- Monitoring the daily operations of procurement activities and reporting progress to the Procurement Manager
Work Experience
- At least five (5) years of progressively responsible experience in procurement and contracting
- Ability to asses supplier/vendor risk profiles then identify and mitigate liability to the company
- Negotiation and problem-solving skills to remedy procurement/supply chain issues when delivery/quality are not satisfied by suppliers/vendors
- Direct category procurement experience is essential. Preferably gained in marine shipping, road transportation/logistics, upstream oil and gas
- Experience in managing third party contracts for industry related products & services would be highly desirable (e.g. consumables and heavy and industrial equipment); and service contracts such as, consulting, IT services, repairs & maintenance, etc.
- Experience in managing both goods and service provision contracts
- Ability to work in a team and independent environment within deadlines is essential
- Analytical and problem-solving skills are essential

Other Job Requirements
- Bachelor’s degree in management would be desirable
- CIPS certificate is a plus
Knowledge/Skills
- Knowledge of commercial and legal aspects in relation to concluding contracts on construction and repair works.
Language Skills
- English fluent;
- Kurdish fluent;
- Arabic fluent
Computer Skills
- Proficiency in using standard office software such as MS Windows, MS Office and/or equivalent;
- Proficiency in using modern communication tools such as Internet, e-mail, mobile phone, telephone / video conferencing, instant messenger systems;
Degree of mobility
- Limited Travel inside KRG
