MSELECT is looking for a Shutdown / Start-Up Manager for an international oil and gas operator in Erbil. Candidate must have minimum 10 years mechanical engineering experience in oil/gas or petrochemical process facilities.

Provide leadership in consolidating the requirements defined by the “Flawless Shutdown and Start-Up” philosophy and goals specific to the surface process facilities within the company asset. Enhance business value through the application of Continuous Improvement methodology for the identification and execution of opportunities to reduce the overall proposed planned shutdown period.
  • Develop robust short and long-term work scopes to ensure that all referenced work is completed for the enhancement of the reliability and profitability of the facility.
  • Develop, communicate and execute the above work scopes in cooperation with the Planning Department
  • Review and provide feedback on detailed technical assessment reports for the optimization of new and existing systems, including recommendations for remedial and long-term action plans, prior to forwarding to Senior Management
  • Respond quickly to challenging and varying production-related business interruptions as defined by the Operations, Drilling and Reservoir Engineering Groups
  • Encourage, and provide direction for, a multi-faceted continuous professional development programme for Maintenance Engineering Trainees
  • Assure the timely delivery of the Engineering and Maintenance group remit
  • Identify, investigate and deliver on the shutdown and Start-Up-specific risks associated with the application of new process technology / systems as driven by the company business objectives

Provide oversight and direction relevant to the planning and technical aspects of the Maintenance
  • Engineering functions that support the delivery of the business objectives specific to major shutdown / Start-Up activities
  • Strategic thinking for the alignment of Engineering and Maintenance objectives with the business needs and objectives.
  • Continuous Improvement for Flawless Shutdown / Start-Up delivery

The Shutdown / Start-Up Manager is expected to be:
  • An effective decision making and problem solving professional within his / her sphere of influence via the application of relevant available information.
  • Able to track all relevant recommendations to a satisfactory outcome.
  • A progressive and engaging leader within the Engineering and Maintenance Team
  • Minimum of 10 years Mechanical Engineering or similar technical experience in Oil / Gas or petrochemical process facilities
  • Fluency in English, both written and spoken Preferred
  • Depth of experience and knowledge within both rotating and static equipment fields
  • Minimum of 10 years Mechanical Engineering or similar technical experience in Oil / Gas or petrochemical process facilities
  • Minimum of five (5) years’ experience in a Senior Maintenance role involving: technology assessment and selection; technical risk assessment participation and communication; technical standards implementation; and strategic thinking responsibilities
  • Minimum of five (5) years of process plant operations experience
  • Effective leadership and interpersonal skills
  • Proficiency in standard office software systems
  • Experience with Asset Integrity Management systems
  • Experience with planning and Maintenance Management tools
  • Problem Solving
  • Ability to apply knowledge from fields outside of expertise – in particular, a proven depth of knowledge of Maintenance and Asset Integrity Management as it applies to Shutdown / Startup planning and execution.
  • Implement and monitor a structured system of plans, policies, procedures and controls with the goal of continuously improving the Engineering and Maintenance performance using influencing skills rather than authority.
  • Actively promote the company culture of professionalism in all interactions
  • Ability for creative thinking in developing technical solutions to achieve the company Business Goals.
  • Company staff, both office and site-based, as necessary to develop solutions to issues that come within the sphere of influence of this position
