MSELECT is looking to hire a Supply Chain Manager for an international oil and gas operator in Erbil. Candidate must have minimum 15 years of relevant experience and fluency in English is a must.

Job Summary:

Supply Chain Manager, will be responsible for planning, implementing and monitoring the overall Erbil based supply chain function in order to maximize efficiency and productivity. Lead the day-today activities of the warehousing function, Contracts & Procurement activities. Develop & award contracts for services in all areas of company Iraq and arrange for purchase of drilling, production, maintenance and project material required for company Iraq including required transport. Ensure the warehouse function operates with efficiency and eliminates any and all stock discrepancies. Liaise with company TS SCM on industry best practices, and contract support on major contracts & purchases. Support the GM in the development of the supply chain function into an efficient and compliant function per local and international best practice. Lead and train national and international personnel in the Chain Department.

Key Responsibilities:

  • Leads and supervises activities of buyer's, supply chain and contracts specialists providing oversight to the development and implementation of various sourcing strategies in defined areas of responsibility (Wells, Projects, Maintenance, Production, Sub-Surface, Materials, Inventory Management & Logistics)

  • Establish Contracting and Procurement, Logistics, Inventory & Material Management, strategies, procedures & work practices;

  • Oversees and manages submissions to Partners and MNR for approval of materials and services, ensuring business cases have the appropriate justification and ensure all requirements are incorporated in the SCM process. From time to time the SCM will take part in MNR meetings regarding such approvals.

  • Leads and supervises in sensitive, critical and high volume tender activities by participating in the evaluation of proposals to establish the detailed commercial and pricing implications;

  • Manage materials inventory (storage, preservation, stock count, sales of surplus) and warehouse operations.

  • Leadership and mentoring of local Supply Chain Management staff, reviews annually with direct reports, develops training strategies that support individual career development.

  • Preparation of contract & procurement plans and processing of requests for tenders and proposals;

  • Ensure department compliance with company and JV requirements along with governance and compliance obligations and ensure an audit trail to secure cost recovery.

  • Ensure that development and use of local contractors is given preference when considering strategy development and contract award

  • Safeguard a high level of compliance with company anti-bribery, anti-corruption and money laundering policies

  • Verify that HSE requirements under contracts are complied with, enabling monitoring of the quality of Contractor HSE performance and indicate actions to improve performance in conjunction with HSE Manager or Projects HSE Manager;

  • Perform tasks associated with assigning/executing workload to supply chain team.

  • Perform local market analysis within relevant contracting & procurement areas;

  • Establish contractor/supplier performance Key Performance Indicators to assure performance management and evaluation;

  • Building strong relation with key internal and external stakeholders as well as contractors and suppliers;

Required Qualifications & Experience:

  • HND and/or Master, preferably technical or BA / MBA. 15+ years relevant experience;

  • Good knowledge of Integrated Work Management System in Supply Chain;

  • Demonstrable skills & experience in contract engineering for drilling, production & projects

  • Skills level of International Procurement Governance;

  • Awareness of Best Practices in corporate and project procedures;

  • Min 5 years working knowledge in more senior Supply Chain positions;

  • Preference for CIPS (or equivalent) certification and experience with other International Oil & Gas Companies.
