MSELECT is looking to hire a Surface Facilities Manager for an international oil and gas operator in Basrah. Candidates must have a minimum of 15 years of experience in the oil and gas industry, with 8 years of which in the MENA region. Fluency in English is a must.
JOB OBJECTIVE
- Prepare oilfield development plan based on subsurface data for FDP and FDP supplement, upgrade.
- Plan surface facility construction contents, phases, stages and cost estimation based on approval development plan.
- Optimize capex and provide cost data for Company’s near term and long-term investment optimization, cash flow forecast and economical return.
- Organize surface department to finish surface facility construction by phases, handover the completed facilities to assigned department for operation. or operate some facilities as per contract terms and conditions.
- Lead the team, work together and adjust organization chart, replacement of disqualified engineer and supplement new blood to keep department innovative and energetic.
- Optimize surface technical scheme, apply new technology, and do lesson learned.
- Tender qualified service provided to finish required job and urge contractor good performance in HSE, QC, Schedule as per proper approved procedures.
- Procure equipment/material to meet the surface facility construction schedule according to approved procedures.
- Keep communication with stakeholders such as UEG, DO, EGYPC, BOC, MoO in terms of surface facility technical issues, to get necessary approval, supports and permission, and letter reply.
- Apply budget for annual working programs and monitor the budget utilization.
- Set up department KPI per Company policy and target and distribute KPI to section heads and make efforts to achieve good KPI.
- Provide related assistance to other department with possible manpower resource such as infrastructure civil work, audit reply, training plan, recruitment, HSE management…
- Sum up lessons learn and make continuous improvement.
- Provide related reports about surface facility activities such as weekly report, monthly report.
- Conduct the work assigned by UEG.
KEY ACCOUNTABILITIES
Project Management
- Build organization chart and adjust organization per working contents, to recruit qualified engineers to fill in the positions.
- Set up department KPI per Company policy and target and distribute KPI to section heads and make efforts to achieve good KPI.
- Lead department to finish HR required performance appraisal.
- Tender PMC as management resource, monitor PMC management in construction.
- Realize Phase-1 Company oil and gas commissioning target with efforts and teamwork.
- Keep communication with stakeholder to get maximum supports.
- Keep good performance of contractors in HSSE, QC and Schedule.
- Coordinate different project schedule and technical interface to ensure whole commissioning.
- Monitor the engineers, conduct in compliance with Company’s procedure and department procedures.
- Provide training, guidance to team to improve performance.
Surface facility construction assignment
- Bid GES contractor to finish conceptual design, FEED
- Optimize design to save capex and Opex
- Recognize Critical path items and make plan for items on the CP such as procurement by Company.
- Set up Phase-1 construction projects and make project construction timeframe, SOW
- Make up execution strategy and get approval of BC and UEG.
- Estimate cost for each project and get approval of cost estimation for project more than 10 million USD.
- Prepare ITBs, bidding, evaluation and award.
- Get BOC related technical committee approval for projects under BOC authorities. And assist CPL to finish commercial committee approval
- Get JMC/BOC/MoM approval of contract award with management instructions.
- Monitor section heads to execute projects.
- Handover completed facilities to end user after training and punch list closeout.
People & Contractor Management
- Focus on engineer’s performance improvement: individual skills, attitude, cooperation, profession knowledge.
- Conduct contractor performance evaluation and keep good contractor working in the site.
- Keep communication with stakeholders such as UEG, DO, EGYPC, BOC, MoO in terms of surface facility technical issues, to get necessary approval, supports and permission
- Approve the letter to Contractors within department authority.
- Provide assistance to other departments who does management on contractors.
- Coordinate BOC and other department to solve the issues encountered by contractors to expedite project progress.
Budget, Cost and Reports
- Apply budget for annual working programs and monitor the budget utilization.
- Review and approve contractor/vendor payment against contract.
- Submit reports on activities, budget.
Tender, Evaluation and Award
- Organize team and GES contractor to prepare tendering documents.
- Monitor the tendering, evaluation and solve issues during this process.
- Get bidder list approval from BOC
- Get CS, TBE, CBE approval by BC, UEG TC and Board.
- Analyze the rebidding case and adjust strategy to rebid.
- Report exception to management to get advice and instruction.
Policies, Systems, Processes and Procedures
- Follow Company’s policy and make up surface department rules and working flow.
- Make up surface facility procedure, checklist, flowchart.
- Update procedures during project execution.
- Keep department data for process records.
QUALIFICATIONS, EXPERIENCE & SKILLS
Minimum Qualifications
- Master degree in surface facility disciplines
- Design experience and surface facility construction management experience.
- Good knowledge in different stages: design, procumbent, construction and commissioning.
- Good knowledge in oil treatment, gas treatment, water treatment, and pipeline.
- Overall surface facility construction envision and can recognize the critical items to realize the targets.
Minimum Experience
- 15 years of post-qualification experience with experience in the oil and gas industry
- Work experience in the ME Region, preferably in Iraq, not less than 8 years.
- Fast track project portfolio experience.
