mselect is looking for a Pipeline Supervisor for an international energy client in Basrah, Iraq. Candidates must have at least 10 years of relevant experience with a minimum of 7 years in a similar position. Fluency in English and Arabic is a must.

Job Objective
The job holder is responsible, within the team and under the Early Work Package Leader and report to Utility & Interface Lead during the Early Works execution phase, for coordination, validation of resources, monitoring, supervising the overall construction activities within assigned area as carried out by the EPC Contractor (and Subcontractors) at the worksite. The job holder ensures that all HSSE, Quality and Technical contractual requirements are duly applied by EPC Contractor and all Subcontractors on the construction site.

Responsibilities:
  • Manage EPC Contractor’s Construction activities including validation of personnel numbers, qualifications, and experience, usage of appropriate tools adherence with all project objectives, requirements, specifications, standards, procedures and execution plans
  • Coordinate and supervise the fabrication, installation, testing, and inspection of pipelines.
  • Plan, coordinate, and supervise pipeline construction activities, including the installation, testing, and inspection of pipelines, as well as mechanical equipment related to piping
  • Lead the work permit application process and ensure all necessary attachments are prepared according to project HSE procedures
  • Ensure that all site activities are performed safely and in compliance with legal regulations, including environmental regulations
  • Take responsibility for client/vendor coordination and prepare necessary documents, such as site setup plans, obtaining relevant approvals, and job hazard assessments
  • Possess strong knowledge of reading and interpreting mechanical, civil, and structural drawings Demonstrate comprehensive skills in managing typical oilfield pipeline construction
  • Inspect all fabricated materials after assembly to ensure adherence to blueprint specifications and quality standards
  • Demonstrate hands-on experience in all types of welding, including joint set-up, preheating, amps, volts, travel speed, welding consumables, inter-run cleaning, run placement, and visual inspection
  • Support the Area Supervisor on-site, ensuring that construction activities align with project standards and procedures
  • Follow up on the sequence of work-fronts and liaise with construction managers and supervisors to ensure adherence to the Construction Level-3 Schedule
  • Witness and actively participate in subcontractor/vendor site activities as required
  • Ensure planning, coordination, execution, and follow-up of all installation, pre-commissioning, and commissioning activities are done in strict compliance with detailed design and specifications
  • Anticipate problems by addressing planning aspects related to interface issues during installation, pre-commissioning, and commissioning works
  • Undertake regular site visits to assess work quality and the delivery of the contract, intervening as necessary to ensure activities progress in line with the project schedule
  • Maintain a strong relationship with partners, being flexible when required, but also enforcing strict adherence to achieve project objectives. Liaise with other disciplines as necessary to improve team effectiveness and achieve project objectives and targets
  • Interface with QA/QC personnel to address quality issues and monitor progress relative to the schedule
  • Ensure compliance with HSE instructions, rules, and procedures to meet HSE contractual clauses and other relevant documents
  • Take responsibility for environmental protection and monitoring project environmental performance.
  • Participate in daily, weekly, and monthly meetings as required
  • Compile necessary reports (daily, weekly, monthly) related to your discipline and scope, as required by the Construction Manager
  • Accountable for sharing previous lessons learned and ensuring current lessons learned captured and communicated to support review teams and future projects

ACTIVITIES 
  • Profound knowledge of the construction industry which enables a pipeline supervisor to be comfortable with the utilization of construction tools; the ability to read construction drawings, and the mastery of safety and governmental rules; International Design codes and industry practices
  • Expert in pipeline works supervision such as pipeline stringing, welding, field join coating, lowering, hydrotesting, drying etc. adherence with project objectives, requirements, specifications, standards, procedures and execution plans
  • Excellent leadership skills, since a team of workers, contractors, and subcontractors look to the pipeline supervisor for guidance
  • Expert in Early setup of pipeline works such as setting out survey of the site, identification of resources and good planning and organizational skills that enable a pipeline supervisor to figure out the number of workers needed for a project, how to organize time, and the most effective way to get things done
  • Excellent multitasking skills, since a pipeline supervisor gets demands from several directions and he must prioritize what to give his attention to
  • Must be able to work outdoors for an extended period
  • Develops both an understanding and a working knowledge of all aspects of the contract
  • Provide guidance and technical assistance to contractors

QUALIFICATIONS
  • Mandatory experience in a similar position: 7+ Years
  • Qualification:  Bachelor’s degree in mechanical engineering or relevant qualifications
  • Professional experience: 10 years minimum
  • Experience in carbon steel, CRA clad and HDPE pipeline constructions Advanced troubleshooting skills
  • Extensive knowledge of applicable international codes, standards, and best industry practices, such as API and ASME
  • Ability to work in a multi-cultural business environment.
  • Good interpersonal and communication skills
  • Language: Arabic as mother tongue and Fluent in English (speaking and writing)
  • Previous experience in similar work environment will be an added advantage
