Job Description

MSELECT is looking to hire a Deputy Chief Engineer for an international Oil Services company in Erbil. Candidates must have knowledge of the oil transportation technology; operations and maintenance of the trunk oil pipelines and process management systems and equipment.


The Deputy Chief Engineer reports directly to the Chief Engineer and manages the Business Units subordinate to the Chief Engineer: Expert Review Section; Communications Service, Land Inventory Service and Technical Section (including Technical documentation Archive).

The main functions of the Deputy Chief Engineer include:

  • Integrated functional management of the Expert Review Section, Communications Service, Land Inventory Service, Technical Section and Technical documentation Archive (within the Technical Section);

  • By engagement of the Expert Review Section planning, organization, control and management of the contractors’ activities in the process of survey and design works and development of design and cost estimate documentation for execution of the capital construction, reconstruction and repair projects of the Company;

  • Organization and control over expert review of the technical and cost estimate documentation; in case of engaging other Business Units, external consultants or specialized service contractors, development of justification for the Company management to support the decision for such engagement;

  • Organization and control over preparation and issue of the technical conditions for tie-in to the Pipeline System facilities;

  • Participation in the works on analysis and technical assessment of the Pipeline System facilities for compliance to the normative requirements and best international practices;

  • Development and expert review of proposals and recommendations for approval by the Company Senior Management in relation to introduction of new facilities, equipment, technologies and standards in order to upgrade the Pipeline System to comply with the normative requirements, improve the safety, efficiency and Availability of the Pipeline System, as well as to reduce operational losses and costs;

  • Organization and control over interaction between the corporate Business Units and Shareholders’ Head Offices within the assigned business area;

  • Organization and control over management of land allocation and land use issues, including development of justifications for and requests to the Kurdistan Regional Government for Additional Pipeline Land, land plots for temporary construction facilities; unrestricted access to the right of way, etc;

  • Jointly with the Head of Legal Service participation in the settlement of land related issues;

  • Monitoring the changes in the International and National standards, control over validity timelines of the internal normative documents of the Company; development of proposals for improving the corporate regulatory support;

  • Organization and management of development and alterations in the internal normative documentation within the Normative Support System; control over schedules and quality of development of the internal normative documents by in-house resources and engaged contractors;

  • Management of the corporate Normative Support System; ensuring methodological, technical and information support to all the Business Units, including the availability of the updated normative technical documentation under due consideration of the confidentiality and user rights limitations;

  • Organization and control over activities of the Technical Documentation Archive (design and cost estimate documentation, as-built documents, internal normative documentation, etc.) related to technical and normative document management; ensuring efficient registration, handling, update, storage and destruction of documents in compliance with the requirements of the internal normative documents of the Company;

  • By engagement of the Communications Service organization and managing operations of the corporate communications system; development and control over implementation of the approved measures for provision of reliable and high quality communications system in the Company;

  • Participation in the preparation of short-term and long-term work plans and budgets;  control over schedules and execution of budgets;

  • Control over development and agreeing the plans, reports, budgets and other documents pertaining to activities of the subordinated technical units;

  • Based on results of the works performed by the subordinate Business Units and/or service contractors, preparation and presentation to the Company management of the technical and reporting documentation within the assigned Business Area;

  • Provision of support to the Company Management and participation in resolution of disputes with the Government authorities or business counterparts in relation to the applied methods, standards, results and quality of the design and survey works, cost estimations, etc, within the assigned responsibilities of the Business Unit;

  • Participation in the work of the Technical Council and development of the Company’s technical policy;

  • Replacing the Chief Engineer for the period of holidays, sick leave and business trips;

  • Jointly with the Chief Engineer, Director and Operation & Maintenance, Director for Capital construction, Director for Procurement and Director for Commodity Transport, development and implementation of plans for capital construction reconstruction and repair projects at the Company facilities;

  • Participation in the work of the Tender Committee within the assigned business area;

  • Interaction with the State Bodies and local Self-Government Authorities of the Kurdistan Region and the Republic of Iraq within assigned business duties;

  • Upon instructions from the Chief Engineer participation in development of the quality management plan and technical quality assessments;

  • Participation in the risk assessment process, developing the risk management plan, monitoring activities and collection of data on the occurred risks, analysis thereof and reporting to the Senior Management; development and control over risk mitigation actions;

  • Interaction with the HR Management Division on the organization of training and qualification upgrade of the subordinate employees for continuous improvement of the production efficiency and safety;

  • Interaction with the HR Department and Directorate Business Units to update the job descriptions, selection of candidates and nomination for new positions;

  • Control over the compliance by the subordinate employees to the requirements of the internal labor regulations of the Company, Industrial Safety, Fire Safety, Occupational Health and Environment protection requirements, ensuring the data protection.


  • Higher Technical Education, preferably in Petroleum Engineering, facilities and operation of oil trunk pipeline systems or similar.

  • Relevant experience working in global companies, ability to work on equal footing across cultural boundaries;

  • Practical Middle East experience is clearly a plus;

  • Confident knowledge of the oil transportation technology; operations and maintenance of the trunk oil pipelines and process management systems and equipment;

  • Strong practical knowledge of planning, management, quality control and works acceptance, preferably in the area of oil trunk pipeline transportation;

  • Strong organizational skills; Ability to address multiple tasks in a fast paced, changing environment with strong analytical and time management skills;

  • Skills in managing technical business units;

  • Strong focus towards regulatory compliance, HSE and Operational Excellence;

  • Confident knowledge and skills in organization and  document management control;

  • Knowledge of commercial and legal aspects in relation to concluding contracts for works and services.

  • English fluent;

  • Kurdish fluent;

  • Russian preferable.

  • Min. 10 years of relevant business experience; out of which at least 5 years of managerial experience in engineering, construction and/or operations of oil pipeline systems;

  • Experience in managing engineering and/or construction projects;

  • Experience in managing plans and budgets;

  • Experience in interacting with the State regulatory bodies;

  • Experience in contract and claim management is beneficial.

  • Proficiency in using standard office software such as MS Windows, MS Office and/or equivalent;

  • Proficiency in using modern communication tools such as Internet, e-mail, mobile phone, telephone / video conferencing, instant messenger systems;

  • Applied engineering, project management, maintenance and integrity management software, document management systems (Project Manager, Primavera, AutoCAD, CMMS, EDMS, Documentum, etc).
