Job Description

MSELECT is looking to hire a Drilling HSE Supervisor for an oil and gas operator in Kurdistan, the candidate must have a minimum of 10-15 years of HSE rig based experience, this position will be on field, rotation is 28 days on/28 off, fluency in English is requested.
Basic purpose of the role
Rig Sites and Supply Base as Directed by Drilling Superintendent
  • Provides HSE advice to line managers who remain responsible and accountable for HSE performance at the site
  • Promotes a positive HSE culture which is consistent with industry practices and CLIENT policies
  • Helps to ensure that a ‘Stop The Job’ HSE Culture is embedded at all work sites
  • Senior individual on the rig who is responsible for advising line managers on the safe implementation of the HSE working systems of the drilling, testing and completion operations.
  • Reports to the Drilling Supervisor at site and indirectly to the HSE Manager, Erbil
  • Focal point for all HSE-related monitoring and data reports, subject to the prior approval of the Drilling Supervisor
  • Indirectly reports to the HSE Manager for additional advice and standards.
  • Conduct and Lead Accident/Incident Reporting and Investigation
  • Provides HSE-related support to well site management in the implementation of the HSE plan, policy, procedures and practices
  • Assists with Emergency Response Planning & Coordination
  • Provides environmental advice, monitoring and reporting
  • Prepares and implements a programmer of audits (daily, weekly, monthly, annual) such as:
  • Permit to Work
  • STOP system
  • Inductions
  • JSA / TBT
  • Emergency Safety Appliances – safety showers, fire extinguishers, H2S equipment
  • Lock Out / Tag Out
  • Working at Height
  • Dropped Objects
  • Lifting Operations and Lifting Equipment
  • PPE compliance
  • Vehicle Safety
  • Control of Chemicals – HAZMAT/HAZCOM – MSDS - COSHH
  • Training and Competency
  • Procedure compliance
  • Health and Hygiene
  • Manages and advises the work site HSE team including, indirectly, the sub-contractor HSE personnel
  • Monitors site compliance with statutory HSE responsibilities and the site HSE plan, policy, procedure and industry best practices
  • Attends and provides input to Safety Meetings, Risk Assessments, JSAs, TBTs
  • Where appropriately qualified, delivers HSE training to crews and ensures that training records are up to date
  • Identifies, manages and assist with implementing HSE improvements
  • Provides recommendations to the Drilling Supervisor and Rig Contractor on improving all HSE performance
  • Investigates and reports of incidents
  • Checks and reviews third party equipment with athe rig contractor (who remains responsible) prior to acceptance at facility
  • Knowledge in Root Cause Analysis
  • Knowledge in Trend Analysis for KPI and Lagging Indicators follow up
  • Knowledge in Hazard and Risk Analysis
  • Other miscellaneous work as per instruction of the Drilling Supervisor
Qualifications/training required
  • Mentoring and training experience
  • LOLER certificate preferred
Experience/knowledge required
  • 10-15 years of HSE rig based experience
  • Extensive working knowledge of land based exploration and development rig based activities in a sour environment.
  • Working knowledge of Training, Auditing, Isolation, Confined Space Entry, H2S systems and safety, Ground Disturbance, working at Height, Lifting Operations, PPE, Safe operation of heavy equipment, management of change, restricted area works, system over rides, electric systems
  • Air quality testing and monitoring equipment
Experience with:
  • H2S environments
  • Drilling Rigs
  • Workover Rigs
  • Supply base operations and transportation
Additional skills/requirements
  • Managing H2S
  • The HSE Advisor has to serve as an example for outstanding HSE performance and commitment. He shall be a leading example for his subordinates but also for all workers in the field and within CLIENT as well as for service companies.
  • The HSE Advisor shall promote an integer behaviour and shall present clear and straight forward work ethics, communication lines and work methods. He needs to be supportive and promote HSE as an integrated part of the work life rather than an additional burden. He accepts that HSE is also a service to operations and not an executional entity.
