Job Description

  • MSELECT is looking to hire a Head of Dispatch Section for an international Oil Services company in Erbil. Candidates must have Knowledge of the Applicable International standards and regulative documents in the area of crude oil transportation and pipeline operations, and the National Code of Iraq for Measurement of Hydrocarbon Fluids.


  • Management of the Dispatch Section and functional interaction with the dispatching personnel of the Operations Divisions at the Stations within the competence and tasks of the Dispatch Section;

  • Organization of management and control of crude oil transportation process, ensuring the optimal modes of oil pumping through the Pipeline System taking into consideration the actual condition of pipelines and equipment;

  • Control of operation of the oil pipeline and all sections thereof in accordance with the developed process modes and scheduled stops and reductions in oil crude oil pumping;

  • Jointly with the Crude Quality Control Section control of physical and chemical properties of pumped crude oil and technological parameters of transportation process at all sections of the oil pipeline;

  • Supervision and metering of crude oil acceptance and transfer at delivery and re-delivery points;

  • Managing operation of the Pipeline System in unforeseen or emergency situations and in case of occurrence of the Excepted events in accordance with the provisions of the Concession Agreement;

  • Operational control over the execution of emergency response and recovery works;

  • Jointly with the Operations Section control over the implementation of schedules for inspection, testing, preventive maintenance and repair of mechanical and process equipment, mechanisms and facilities engaged in crude oil transportation process and operated by the Company;

  • Management of processes related to stops and start (both scheduled and unscheduled) of crude oil pumping;

  • In cases of receipt of Non-specification Crude Oil, taking immediate measures to eliminate the causes of non-specification crude oil delivery, up to stop of delivery upon agreeing with the management;

  • Participation in development of proposals on measures to prevent unscheduled stops of crude oil transportation and optimization of the Pipeline System operations;

  • Participation in development and agreeing of the quarterly and yearly Crude oil Transportation plans;

  • Development of short-term and long-terms work plans and budgets; control over implementation of the plans and budgets;

  • Preparation and submission to the management of reporting documents in compliance with the requirements of the Concession agreement and internal normative documents of the Company;

  • Preparation of analytical materials on request of the Company’s management on the basis of computer data from control systems related to crude oil transportation processes and processes of crude oil quality and quantity control at LACT;

  • Participation in the functioning of the corporate risk management and internal control system. Receipt of the approved Reports on risks assessment results and control procedures effectiveness from Risk and internal control coordinators, consolidation of the received information into the Consolidated report on risks assessment results and control procedures effectiveness and submission thereof to the Company Senior Management.

  • Participation in investigation of accidents and equipment failures within the scope of the competence of the Business Unit;

  • Management and supervision of tank farm filling and pumping of crude oil (for the full development in future);

  • Submitting proposals on measures to establish safe and reliable working conditions during operation of the Pipeline System equipment and facilities;

  • Participate in the development and control over compliance to the internal normative documents within the assigned competence;

  • Interaction with the State Bodies and local Self-Government Authorities in the Kurdistan Region and the Republic of Iraq within the assigned competence;

  • Interaction with the Third Parties (crude oil suppliers) and representatives of the receiving party at the Iraqi-Turkish border within the assigned competence and provisions of internal normative documents;

  • Organize and control the record keeping on availability and movements of the equipment, materials and stock by the employees of the Business Unit;

  • Support to the Company Management and participation in resolution in cases of disputes with the Government authorities or business counterparts in relation to the acceptance, transportation and transfer of crude oil, operation process parameters, quantity and quality of crude oil, etc, within the assigned responsibilities of the Business Unit;

  • Participation in examination of technical assignments, design and engineering documentation, proposals of suppliers, internal normative documents of the Company in the field of the Business Unit activity;

  • Development of the Business Unit employees competence through theoretical classes and practical training of skills to perform the tasks of the Business Unit;

  • Control over the compliance by the subordinate employees to the requirements of the internal labor regulations of the Company, Industrial Safety, Fire Safety, Occupational Health and Environment protection requirements, ensuring the data protection.


  • Higher professional education, preferably in operations of the pipeline systems, metrology support or similar.

  • Knowledge of the Applicable International standards and regulative documents in the area of crude oil transportation and pipeline operations;

  • Knowledge of the National Code of Iraq for Measurement of Hydrocarbon Fluids;

  • Good Knowledge of transportation process, accounting, acceptance and transfer of crude oil;

  • Practical skills in dispatching and management of the oil trunk pipelines;

  • Practical skills in planning, management, control and acceptance of works and services, preferably in the oil transportation;

  • Focus on regulatory, HSE and efficiency compliance.

  • Kurdish fluent;

  • English good command.

  • Min. 7 years of professional experience in the area of crude oil pipeline operations and dispatching, out of which at least 3 years in managerial positions, preferably in oil trunk pipeline companies;

  • Experience in work planning and budget management;

  • Experience in interaction with the State regulatory bodies and oil supply/acceptance counterparts.

  • Proficiency in using standard office software such as MS Windows and MS Office;

  • Proficiency in using modern communication tools such as internet, e-mail, mobile phone, telephone / video conferencing, messenger systems;

  • Experience with applied pipeline operations and process control software.
