Job Description

MSELECT is looking to hire a Supply Chain Lead for an international oil and gas operator in Erbil. Candidates must have a minimum 15 years of relevant oil & gas sourcing experience, with at least 10 years of international working experience in senior supply chain roles with international oil companies. English fluency is a must.

Role Purpose

Undertake and execute day-to-day operational supply chain activities in support of client’s operations in Kurdistan from conception to close out. Develop, compile and execute Expressions of Interest, prequalification exercises, draft sourcing strategies, prepare invitation to tenders, attend sealed bid tender openings and evaluation of tenders received, including detailed analysis of commercial and qualifications and execution of PO. Ensure all materials are procured at the best price and delivery terms and in full compliance with Client Procurement Procedures and JV requirements. Lead the department staff for the Business Unit (BU) and report to Supply Chain Manager any deficiencies or complications

Role Responsibilities

  • Responsible for planning, sourcing and placement of high value, complex packages, bulk materials in compliance with C&P procedures and JV terms
  • Responsible for development, compilation and execution of pre-qualification exercises, sourcing strategies, invitation to tender documentation, tender openings and evaluation of tenders received, including detailed analysis of commercial and deviations, and execution of contracts
  • Development and mentoring of national staff and supporting personal development plans
  • Drafting of training plans and identification of training providers
  • Preparation of documentation for sign off by Management Committee members
  • Review and further develop specifications and scopes of work in conjunction with Contract Holder
  • Undertake prequalification of contractors and suppliers when required
  • Ensure compliance with client and JV requirements along with governance and compliance obligations and ensure an audit trail to secure cost recovery
  • Establish contractor Key Performance Indicators (KPI’s) to support performance management in conjunction with Contract holder
  • Coordinate kick-off meetings with client and contractor personnel to review the Scope of supply, coordination procedures and deliverables, KPI’s and change process and ensure the Contractor understands invoice and payment procedures in Purchase orders
  • Ensure that Contractor provides up-to-date copies Guarantees as per the Contract
  • Conduct contract management activities to ensure effective administration and performance management of Purchase orders including progress to date, progress measurements as per milestone, cost and schedule controls
  • Monitoring of compliance with the purchase order terms; Report any non-compliances
  • Verify that HSE requirements under the contract are complied with, enabling monitoring of the quality of Contractor HSE performance and indicate actions to improve performance in conjunction with HSE Manager or Projects HSE Manager
  • Monitor, track and keep record of the actual contract expenditures against the ACV and application for milestone payments as applicable
  • Administer and maintain records of all correspondence, minutes of meetings, actions and decisions relating to the Purchase Order
  • Act as a single focal point for Contract Holder in the preparation of Variations, Amendments and all administration requirements
  • Liaise with client departments on all matters relating to legal, tax, finance, insurance, compliance etc.
  • Monitor the compliance with KPI’s provisions in the Purchase Order
  • Coordinate and submit any notice of cancellation, and / or termination in line with purchase order terms and conditions as appropriate
  • Monitor compliance with obligations relevant to Local Content provisions
  • Establish and maintain a high level of communication with line management and functional disciplines during Purchase Order execution
  • Assist the contract holder in the Purchase order close-out activities and consolidate documentation
  • Provides regular management reports and updates on activities
  • Build strong relations with internal and external stakeholders, contractors and suppliers

Required Qualifications & Experience

  • Minimum 15 years of relevant oil & gas sourcing experience, with at least 10 years international working experience as Supply chain lead with IOC(s)
  • Formulation and evaluation experience in a cross section of complex packages including; production, maintenance, construction, logistics, drilling
  • Complete and demonstrable understanding of significant legal and commercial issues
  • Demonstrable skills & experience in, procurement, materials management & logistics for drilling, production & projects and facilities
  • Engineering Degree or BA/MBA in relevant discipline
  • Awareness of Best Practices in corporate and project supply chain procedures
  • Preference for CIPS or RICS (or equivalent) certification
