Responsibilities
General HSE requirements:
- Ensure strict compliance with project health safety and environment requirements in contractual documents and activities
- Ensure strict compliance with the HSE instructions, rules and procedures in force in TEEP affiliate and applicable for project
- Establish an HSE monitoring, inspection and audit program; support the Management Joint Safety Tours; and follow-up HSE Action tracking register
- Ensure Project HSE training and Induction programs implementation
- Promote a proactive and positive intervention approach to safety at Worksites
- Promote HSE and sustainable awareness among the workforce, through proposal and monitoring of toolbox talks, incentive schemes, supervision and management
- Promote any HSE initiative to be implemented on worksite, such as but not limited to communication campaign, safety culture programs, world day for safety & environment
- Advise Contractor on general and specific operational HSE matters (safety barriers, PPE, etc.)
- Verify the Contractor HSE procedures for the specific tasks are kept updated
- Monitor the Contractor HSE performance and provide proposals for improvement at worksite
- ensure that worksite hse meetings and reviews are performed and recorded accordingly
Worksite HSE Risk management:
- Ensure that all worksite activities carried out by contractor and subcontractors are conducted in strict accordance with project HSEstandards
- Monitor the effective implementation of the permit to work system on worksite
- Monitor the method statement and risk assessments are followed by contractors
- Ensure that job risk assessments / job safety analysis are prepared for specific operations
- Ensure the implementation of the hse risk management process, and that every activity is covered by the relevant risk assessment and job safety analysis
- Ensure the company’s safety green light program is in place during tool box & pre-job talks
- Perform routine and random hse inspections on a daily basis in order to monitor hse procedures implementation on site and ensure the follow up of corrective actions
- Ensure contractor personnel has the necessary hse equipment needed
- Conduct a follow-up of regular formal inspections together with contractors representatives (verification exercises, walkthroughs, specific inspections...)
- Perform hse checks of all machinery entering the site and verify contractors inspection process
- Stop and report anomalies and ensure act, violation & unsafe practice
- Attend and participate in daily/weekly/monthly meetings and tool box & pre-job talks
- Monitor and maintain control measures in the use of hazardous materials and chemicals
- Ensure monitoring of project environmental and social requirements and all required esia control measures
- Ensure an emergency response plans are developed for any identified potential event, and that drills are carried out accordingly
- Hse reporting and rex:
- Ensure adequate hse reporting in line with project procedures
- Lead in accident / incident investigation and ensure that any hse event on site is reported in due time
- Ensure efficient communication of return of experience (rex) on worksite
Experience
- Bachelor’s degree in engineering, technical field or equivalent
- Minimum 7 years of hse professional experience in energy industry and construction with at least 5 years on a site
- Experience in the power sector is a plus
- Good understanding of local and international hse standards and regulations
- Demonstrated knowledge in development and continuous improvement of hse management systems
- Understanding of hse audits and reparation or hse reports
- Excellent analytical, communication and reporting skills
- Good command of the English language
- Highly proficient in Microsoft office
