mselect is looking for a Project Liaison Specialist for an international energy client in Basra, Iraq. Candidates must have a minimum of 6 years of relevant experience. Fluency in English and Arabic is a must.

RESPONSIBILITIES
  • Coordinate project management activities, resources, equipment and information
  • Provide interface and follow up with Iraqi government authorities including but not limited to Ministry of Electricity, Ministry of Oil, National Investment Commission, Ministry of Finance, Ministry of Agriculture, Ministry of Justice and financial institutions to facilitate project execution
  • Organise projects into doable actions and set timeframes
  • Liaise with clients and partner to identify and define requirements, scope and objectives
  • Assist with schedule management while assigning tasks to internal teams.
  • Ensure that clients’ needs are met as projects evolve
  • Participate in budget preparation.
  • Analyse risks and opportunities.
  • Oversee project procurement management
  • Monitor project progress and handle any issues that arise
  • Act as the point of contact and communicate project status to all participants
  • Work with the Project Management to eliminate blockers
  • Use tools to monitor working hours, plans and expenditures
  • Issue all appropriate legal paperwork (e.g. contracts and terms of agreement)
  • Create and maintain comprehensive project documentation, plans and reports
  • Ensure standards and requirements are met through conducting quality assurance tests
  • Move to site to support construction activities as needed
  • Maintain team collaborative spirit with his/her colleagues and ensure smooth and clear communication with the customers and project stakeholders
  • Comply with the company’s compliance and safety rules

QUALIFICATION
  • Master’s in Business Administration, Bachelor’s degree in Business Administration or any Business-related field)
  • PMP (Project Management Professional) / PRINCE2 certification is a plus
  • Minimum 6 years’ experience in Project Liaison or similar with exposure in project management, from conception to delivery
  • Ability to prepare and interpret flowcharts, schedules and step-by-step action plans
  • Excellent organization, multitasking, time-management and teamwork skills
  • Exceptional customer care, communication and interpersonal skills
  • In-depth knowledge of risk management and quality assurance control
  • Strong working knowledge in interpreting schedule data with hands-on experience with project management tools
