mselect is seeking a Senior Specialist–JV Establishing for a chemical manufacturing client based in Jubail, KSA. Ideal candidates must have at least 15 years of experience in project management- Mega Projects inc. JV Projects, with at least 5 years of experience in petrochemicals inc. business management/ project management. Fluency in English is a must.
JOB PURPOSE
Lead the development phase of Brownfield mega projects (USD +50 million) in Petrochemicals starting from Gate-0, till completing the project feasibility phase (including JV capital projects). Drive progress of mega project during development and execution phases until project completion through monitoring, reporting and making timely interventions as needed to keep the projects on track/ target. Develop investment package to obtain Board and Investment Committee approvals of Gate 2, Gate 4 and EPC Award recommendation (Final Investment Decision). Develop Petchem CapEX and OpEX business plan for 5Y and 10Y for mega project. Maintain effective stakeholder and liaise with functions and project Steering Committees for developing project deliverables. Monitor mega project CapEX spending and ensure that yearly spending is within capex plan. Lead Investment Planning Project Development (IP-PD) workstream for global mega projects (Petrochemical portfolio-Brownfield projects).
KEY ACCOUNTABILITIES
Lead the development phase of Greenfield and Brownfield mega projects (USD +50 million) in Petrochemicals starting from Gate-0, till completing the project feasibility phase (including JV capital projects)
Create project governance structure. Monitor project progress, ensure any scope change is properly assessed and value addition identified before seeking Steering committee approval. Address enterprise risks and compose mitigate plans, escalate issues when necessary
Represent IP/Venture in Mega Projects Executive Committees. Coordinate Steering Committee meetings, keep track of actions to completion and assist line management leaders to steer the project
Address VAR findings and drive for gate closure documents to be approved as per plan. Develop investment package to obtain Board and Investment Committee approvals of Gate 2, Gate 4, EPC Award recommendation (Final Investment Decision)
Develop Petchem Business Plan for 5-Y and 10-Y starting from 2023-onward and ensure the alignment with different stakeholders on business plan i.e. BU, E&PM, Affiliate, corporate finance
Provide strong and effective project leadership and maximize value creation in the mega projects by increasing synergy between the company’s businesses and affiliates as much as applicable
Perform portfolio management for group of projects and ensure that project records are identified, collected, indexed, filed, stored, and maintained in accordance with the Petchem Project File Index with all reporting performance analysis, dashboards
Support, where applicable, bids review of contractor during the project development phases and liaise with E&PM Project Development and other corporate functions to ensure that Technical Authority Schedule (TAS) and Project Authority Schedule (PAS) are approved
Lead all cross-functional work streams including BU, Corporate Finance, E&PM, T&I and legal when developing mega projects. Inspire team to achieve targeted milestones
Drive for project closure deliverables and ensure closing all contractual commitment with contractors, closing financial budget for project and project WBS, and eventually getting project closure form signed
QUALIFICATIONS
Minimum Qualifications:
Bachelor degree in Engineering
Master degree in Business Administration/ Engineering Management is preferred
PMP/ 6 Sigma/ CFA is preferred
Minimum Experience:
8 - 12 years’ experience in project management- Mega Projects inc. JV Projects
+5 experience in petrochemicals inc. business management experience/ project management experience/ technology management
Familiarity with Project Gating system & project deliverables for Mega Projects
