MSELECT is looking to hire a Construction QA Manager for an international oil and gas operator in Duhok. Candidates must have a minimum of 15 Years’ of experience in the field of construction projects and site quality control and quality assurance and be fluent in English and Kurdish.

PRIMARY FUNCTION

Company requires a site-based Construction QA Manager for daily Facility, Wellhead and Flowline Construction activities, including liaison with multi-discipline superintendents and coordinate with 2 Production Facility Managers and HSE Management. In addition, he must be able to manage all QA/QC site inspections involving arranging all Third-Party Nondestructive Testing site inspections and then follow-on reviews. The role would include multi-discipline understanding and would be supervising the relevant site multi-discipline superintendents. The Construction QA Manager must have basic knowledge of electrical, instrumentation, civils, piping and mechanical work. This will enable him to manage all site superintendents. Good people skills are essential as he will be required to work with and manage people from different nationalities with different religions. This includes the management of all contractors working on site.

ROLES AND RESPONSIBILITIES

The company requires Construction QA Manager. His role is to manage all activities at site ensuring that all Quality aspects of the work is fully complied to. Site consists of 2 functioning Process Facilities and at present 11 live well site facilities with a planned potential 4 new well site facilities in the near future.

The construction team are based in a dedicated camp which is independent.

  • The Construction QA Manger will oversee the camp manager activities and approve any visits to and from the camp plus approve any maintenance of the camp. This includes arranging, coordination and overseeing of any work being carried out in the construction camp.
  • The Construction QA Manager will liaise with both Process Facility (PF) Managers and the respective HSE Managers and attend all daily Permit to Work meetings for approval of next day permits.
  • He must also be capable of raising Risk Assessments and Lifting Plans for light or heavy lift crane activities. He must be aware of H2S and LEL restrictions on site, especially when opening any process piping or equipment. The Construction QA Manager is also responsible to oversee all aspects of HSE of all site contractors and must review and approve the required HSE documentation of contractors prior to it being submitted to GKP HSE department.
  • The company tends to use external Non-Destructive Testing (NDT) Third Party Inspection technicians. The Construction QA Manager will be responsible for providing Scopes of Work and attach relevant Isometric Work Packs for estimates prior to issuing work order requests. All work order requests are to be input into the Company Acquire System (bespoke PR, PO, and SA requisition system) for management approval.
  • The Construction QA Manager will have a sound understanding of all civil activities, including construction requirements and downfalls including base knowledge of civil Codes and Standards but be capable of understanding weather potential impact damages and controls in remote locations.
  • In addition to running a multi-discipline team, he should be 100% qualified and able to qualify new welding procedures in accordance with ASME Section IV and be familiar with all welding requirements, including WPS’s (welding procedure specifications), PQR’s (procedure qualification records), WPQR (welder procedure qualification records), all site NDT activities such as MPT (magnetic particle testing), LPT (liquid penetrant testing), UT (ultrasonic testing), RT (radiographic testing) and the interpretation of radiographs.
  • The Construction QA Manager shall develop, implement, control, and execute quality control plans, ITP’s and construction check sheets and monitor and perform daily QA/QC inspections on all construction sites, facilities, well sites and flow lines. He will compile ALL multi-discipline handover quality assurance dossiers for presentation for Handover to Operations. His basic

Key Responsibilities:

  • Motivate and direct a construction team, contractors & subcontractors to ensure the safe and on-time delivery of the Work Program within the given schedule.
  • Promote a safe working environment and seek to continually raise contractor/sub-contractor working practices.
  • Generate work orders against construction call-off contracts.
  • Quality assurance and quality control construction sites, production facilities, well sites and flow lines.
  • Review and approval of QA/QC documentation of all contractors.
  • Review and approval of all QA/QC documentation for all civil, electrical, instrumentation, mechanical and welding works.
  • Prepare all relevant Hand-over Dossiers for all disciplines for Operations Approval and issue to Document Control.
  • Develop, implement, control and execution of Inspection and test plans, construction assessment check sheets and reports of all construction activities on site.
  • Monitor and conduct daily QA/QC inspections on all welding and fabrication work in fabrications workshops, facilities, well sites and flow lines.
  • Final punching and submit hand over documentation to Operations.
  • Monitor all construction activities to ensure conformance to relevant specifications and international standards.
  • Managing safety culture of all piping and associated operators within the job scopes
  • Generation of construction related cost estimates to assist in company budgeting. Generates safety documentation associated with construction activities (work permits, risk assessments, lifting/rigging plans, Sim-Ops studies etc.).
  • Internal and external audits and reporting on departments, contractors and vendors.
  • Vendor inspections and review and approval of final QA/QC handover documentation.
  • QA/QC coordination and inspections with site NDT contractors. Interpretation of radiographs and witnessing of secondary non-destructive testing on site. Review and approval of all results and NDT reporting.
  • Develop and implement site specific Quality Control Plans for contractors and all construction projects.
  • Provide weekly (daily if required) reports summarizing construction progress

REQUIRED QUALIFICATIONS, EXPERIENCE, SKILLS AND COMPETENCIES

Qualifications

  • CSWIP level 3.2.1 International welding Inspector / or relevant
  • Welding and NDT qualifications.
  • Coating inspection qualifications such as BGAS/CSWIP or NACE.
  • Knowledge of international codes and standards: ASME, API, BS & NACE

Experience

  • Good communication and ability to work as part of a team with good personal skills with contractors and co-workers
  • Fluent in English and Kurdish language (demonstrated verbal and written skills).
  • Computer literate and knowledgeable in relevant software tools and specifications of Microsoft computer applications
  • 15 Years’ experience in the field of construction projects and site quality control and quality assurance.
