MSELECT is hiring an HSE Supervisor for an international oil and gas operator in Basrah. Candidates must have a minimum 10 years of relevant experience and be fluent in English.

Job objective
This role requires an individual with extensive experience in Oil & Gas industry to advise and enforce site construction activities with regard to safety management to work on the COMPANY projects in Block 9, Iraq. The primary role of the function is to ensure that all aspects of engineering, construction, pre-commissioning, commissioning, and handover work scope is completed in line with HSE requirement

Key responsibilities
  • Development of a safety - oriented company culture that emphasizes quality, continuous improvement, and high performance.
  • Participate in reviewing all HSE related matters for the Front-End Engineering Design (FEED), Invitation to Bid (ITB), Bids Technical Evaluation, Kick off meetings (KoM), Detailed Design deliverables, construction, and commissioning
  • Actively participate and contribute to all HAZOP exercise and safety workshops.
  • Demonstrate that all aspects of the contractor's scope of work are compliant with project and COMPANY specified HSE standards.
  • Maintain and help control daily HSE practices through regular checks of work sites, verify that hazards are identified, precautionary measures are implemented and relevant HSE advice provided.
  • Confirm that COMPANY HSE programs and procedures are communicated to, and regularly reinforced with, construction site personnel.
  • Perform daily site visits of active company construction management projects to ensure direct employee compliance with minimum company practices, procedures and HSE requirement.
  • Promote safe working systems and procedures and monitor the proper application of the Permit to Work system and associated Job Safety Analysis, SIMOPS as well as other approved COMPANY HSE and contractor related policies, plans, procedures, and guidelines.
  • Review and provide comments regarding EPC Contractor developed HSE plans and procedures.
  • Coordinate and participate in the provision of HSE awareness on EPC and COMPANY HSE specifications.
  • Prepare programs and arrange participation training sessions in conjunction with HSE line management.
  • Ensure construction site emergency response plans are in place and approved by COMPANY.
  • Provide advice to the EPC subcontractor supervision on the development of project specific procedures and Job Safety Analysis (JSA) training.
  • Promote, support, and participate in HSE Observation/ Stop Card program.
  • Follow up the ERW process, progress and aid and advice where and when necessary.
  • Chair accident/incident investigation session and prepare draft supervisory incident investigation Report to Management
  • Prepare HSE Progress Report and prepare Lesson learnt upon completion of each project and conduct presentation from time to time on same subject.

Inspections & Performance Monitoring
  • Review the safety performance by inspection and by acquiring data to provide means to improve overall HSE standards.
  • Perform periodic Company and Project specific HSSE audits, record findings and prepare presentation of all audits including, follow - up inspection for NCRs, Action Items, and present recommendations for improvement; and follow-up their implementation.
  • Oversees HSE management plan and activities and take necessary action or measure, mitigate issues to reduce hazard, near misses and unsafe acts.
  • Ensure all equipment, tools and attires are in good working order or condition and always available and ready for use with accredited certification.
  • Inspect and manage environmental protection in field and operation, and liaise with local environmental protection department HSE department, and support their supervision
  • Supervising and managing the hygiene and health status of EPC Contractors working environment and living condition, responsible for prevention of occupational disease in all company production activities
  • Inspection of EPC Contractor Temporary Facilities and ensure compliance with company HSE management System

Emergency response
  • Ensure construction site emergency response plans are in place and approved by the company.
  • Validate that any EPC Contractor incidents are immediately reported to EPC Contractor management and company HSE management in parallel.
  • Assist EPC contractor in investigating all site HSSE-related incidents, including near misses, to an appropriate level; analyze immediate and root causes; and determine future action to reduce these occurrences

Policies, Systems, Processes and Procedures
  • Review HSE bridging documents between company and EPC contractor.
  • Review and provide comments regarding EPC Contractor developed HSE plans and procedures.

Related Assignments
  • Perform other related duties or assignments as directed by the HSE Manager.
  • Perform other related duties or assignments as directed by the Surface Facilities Department

Communications & Working Relationships
Internal:
  • Direct reporting to the HSE Manager
  • Functional reporting to the Surface Facilities Manager
External:
  • EPC Contractors
Decision Making Authority
  • Key decisions having significant impact on emergency response matters of Block-9 are referred to the HSE Manager for approval before implementation.
  • Key decisions having significant impact on project delivery are referred to the Surface Facilities Manager

Qualification
  • B.Sc. Degree in Engineering, or Science discipline required;
  • NEBOSH Diploma, CSP or ASP certificate strongly preferred;
  • ISO 45001 Occupational health and safety management certificate preferred;
  • 10 years minimum industry experience;
  • 8+ years of experience working in HSE for PMT /PMC/ EPC organization in the field of oil & Gas industry;
  • 5 years of experience in HSE Supervisory role;
  • Good organizational skills and the ability to prioritize and completed delegated tasks appropriately;
  • Good written, verbal and presentation skills, particularly the ability to communicate in a multidisciplinary project context;
  • Flexible and able to work with people with different cultural backgrounds;
  • Aspire to excellence, self-starter, and motivated individual;
  • Ability to perform under minimal supervision;
  • Good attention to detail
